This Human Services Manager position will work within the Administration Division, within the Social Services Department, and will report to the SSD Admin Deputy Director.  The Administration Division provides strategic, technical, and administration support to the department and its divisions. This support includes project planning and change management efforts, ensuring equitable practices and service delivery, community engagement, compliance, training, staffing administration, performance measurement, database management, revenue acquisition, and other critical administrative capacities. The Administration Division plays a key role in establishing and maintaining the culture and coordination across teams within the division, which includes, fostering partnerships with other divisions, taking an active role in the delivery of priority business activities. This manager is expected to lead with Ramsey County’s vision, mission, and values at the forefront and demonstrate an understanding of the counties work to reduce disparities within communities with the most disparate outcomes.

ADMINISTRATION DIVISION RESPONSIBILITIES: The Administration Division is responsible for delivering a range of strategic, technical, and administrative support across the department. These include:

· Organizational development and strategic planning – supporting strategic alignment, process and practice improvement, well as organizational change management across the department divisions.

· Project and program management – managing key initiatives across divisions and coordinating ongoing programs (e.g., Community Advisory Council).

· Training – coordinating and delivering division-specific and department-wide training.

· Staffing – tracking staffing levels and supporting hiring, onboarding, and offboarding processes.

· Credentialing, monitoring, and licensing – support staff and facility monitoring and licensing.

· Compliance and reporting – maintain status of rules, statue, and policy impacting processes across the different divisions and performance measurement.

· Revenue acquisition – across grants, and state and federal programs.

· Database administration – providing technical support and management of key digital systems.

· Records management – managing records, files and filing systems.

· Other department-wide administrative needs as needed/requested.

This division is in the process of restructuring.  Therefore, there may be changes to the work that this manager will oversee.  Currently, this manager will oversee Compliance (including Appeals Specialist, Social Security Advocacy, Credentialing & Licensing, and Interpretive Services), the Mail Room, and Training & Onboarding.  

Responsibilities will include:

Training – coordinating and delivering division-specific and department-wide training.

Credentialing, monitoring, and licensing – support staff and facility monitoring and licensing.

  • Compliance and reporting – maintain status of rules, statue, and policy impacting processes across the different divisions and performance measurement.

Other department-wide administrative needs as needed/requested. The list from this Human Services Manager posting may be used to fill future human service manager vacancies.

To manage and direct the operations of a subdivision of the Community Human Services Department (CHSD) by organizing, coordinating, monitoring and evaluating service functions; supervising staff and directing the use of program resources; planning, implementing and maintaining policies, practices, rules and regulations applicable to the programs to which assigned; and otherwise providing management and direction to ensure the effective and efficient delivery of community human services; and perform related duties as assigned.
  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Manage and direct all functions of a Social Service division (such as Adult Rehabilitation Services, Family and Children's Services, Mental Illness Services or Support Services); or a Mental Health/Chemical Dependency Services division (such as Outpatient Community Mental Health services with a Day Treatment component, Sexual Offense Services, Crisis and Intake Services, Chemical Dependency Services, or Case Management; Financial Assistance Services division (such as MFIP, MA/MSA/GAMC, Food Support, Child Care, or General Assistance).
  3. Assign and direct the work of division supervisors through individual, group and written communication to ensure adherence to federal and state law, rules and regulations and department policy and procedures in a manner consistent with accepted standards.
  4. Represent the department or the division to which assigned to the community, other professionals, state officials and other counties for the purposes of sharing information, developing policies and procedures, solving problems, and explaining the County's position on policy and procedural questions.
  5. Monitor and evaluate current performance using budgetary and program information and community feedback, to identify potential problem areas and plan and initiate corrective action as indicated.
  6. Develop recommendations and supporting documentation for budget requests for programs, staff, and support for the sections to which assigned.
  7. Plan and coordinate with other administrative units for the development, implementation and maintenance of policies and procedures to ensure appropriate, timely response to changes in state and federal law, rule, regulation or reporting requirements.
  8. Manage, in consultation with the division director, the distribution of the resources allowed to the section to ensure that services are consistent with need and that resources are allocated efficiently and effectively.
  9. Analyze, develop, and implement, in consultation with division directors, policies and procedures for the provision of services to clients and the use of assigned resources.
  10. Coordinate as assigned, major projects to enhance program performance, facilitate resource utilization or make major changes in service delivery.
  11. Maintain regular, punctual attendance consistent with the ADA, FMLA and other federal state and local standards.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 11.

Education:  Master’s degree in Social Work, Psychology, or any closely related area.


Experience:  Five years of human services experience in the area to which assigned (Social Services or related services) including one year in a supervisory capacity.


Substitution:  Equivalent combination of education and related experience.


Certifications/Licensure:  None.

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Human Services Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” Do not cut and paste resume as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
 
The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Human Services Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
