The current vacancy is in the Property Management department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Under general direction to be responsible for the operation, maintenance, and repair of the physical plant, security systems, Fire Life Safety Systems and grounds of select facilities; assist with day-to-day supervision of maintenance staff; be responsible for developing the physical plant budget and to assist in capital planning; and to perform related duties as assigned.  Member of a team that provides coverage as the 24-hour, 7 day a week on call emergency contact person.

All Positions:

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Monitor energy and utility consumption and costs. Investigate and implement energy and cost reduction strategies, train PM staff to maintain energy efficient building operation.
  3. Schedule preventive and deferred maintenance activities to be conducted on building equipment.
  4. Supervise the work of staff members including, but not limited to, Building Maintenance Mechanics, General Repair Workers, vendors and contracted personnel.
  5. Develop specifications for equipment needs and purchase supplies and mechanical equipment for the building as required.
  6. Plan for maintenance projects that need to be contracted; select contractors appropriate to the job required; supervise the work of contract personnel attending to assigned projects.
  7. Attend planning meetings with engineers, architects, building planners, property managers and department representatives to discuss the upgrading and/or replacement mechanical systems and equipment.
  8. Program and maintain a computer system which monitors and controls building mechanical systems; compile and input data for new programs to expand computer capabilities as unit needs require.

Mechanical Maintenance Manager:

  1. Supervise staff and perform the maintenance, repair, installation and operation of electrical, ventilation, heating, air conditioning, plumbing, and other mechanical equipment. 
  2. Monitor and maintain code and regulatory compliance including OSHA required safety programs for employees (Ex: Lockout/Tag out and Employee Right to Know programs.)
  3. Responsible for operation and maintenance of fire, security and communication systems.
  4. Supervise operations, perform maintenance of all mechanical equipment in the facility, including kitchen and laundry systems.
  5. Supervise and assist when necessary, the upkeep of grounds and roadways. Inspect old and new equipment installations and identify maintenance, repair, modification, or replacement needs.
  6. Establish and maintain a 24-hour on-call schedule of maintenance staff members to ensure availability of personnel to handle building maintenance problems on an emergency basis (afterhours).
  7. Respond to complaints from building occupants regarding equipment/system malfunctions (such as air conditioning shut-downs, heating breakdowns, flooding and plumbing problems); analyze causes of mechanical failure and direct repair activities. 
  8. Assist and support the Building Services Office operations; maintain necessary department records, files, plans, logs, computer programs and general office and tenant communication.

Finger printing: The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.

Bureau of Criminal Apprehension (BCA): Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

ESSENTIAL FUNCTIONS (All):  1, 2, 3, 4, 5, 6, 7, 8.

ESSENTIAL FUNCTIONS: All essential functions listed above as well as the assigned Mechanical Maintenance Manager area as assigned.

Education:  Two-year vocational certification or equivalent in HVACR, building/systems or related field. 

 

Experience: Five years of experience in the maintenance of a large commercial building, including two years as a supervisor or lead worker. 

 

Substitution: Equivalent combination of education and related experience.

 

Certifications/Licensure: Must have and maintain a valid driver’s license.


Preferred Certification/LicensureType II Refrigerant Transition and Recover Certification and/or a State of Minnesota 2nd Class C Boiler's License. The examination process will consist of the following section with each section weighted as indicated:
Training and Experience Rating = 100%

The examination for Mechanical Maintenance Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Mechanical Maintenance Manager. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 1 month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

The names of all applicants who pass the examination with a score of 75 or higher will be forwarded to the department for further consideration.

Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
 
Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
