As we continue to grow, we are seeking a skilled Estimator, specialized in Civil work, to support our daily proposal and estimating process.
Job Overview
We are looking for a Civil Estimator for Government Contracts with over 5 years of experience in estimating construction projects. You will be responsible for accurately assessing and preparing detailed cost estimates for civil engineering projects, specifically those bid on government contracts, by analyzing project blueprints, specifications, and site conditions, while ensuring compliance with government regulations and procurement procedures to secure profitable bids.
Responsibilities
- Project Analysis: Thoroughly review government RFPs, contract documents, drawings, and site conditions to fully understand the scope of civil engineering projects, including roads, bridges, utilities, and site development.
- Cost Breakdown: Develop detailed cost estimates by calculating labor, materials, equipment, sub-contractor costs, and contingencies, taking into account government-mandated pricing structures and labor agreements.
- Compliance Management: Ensure all estimates adhere to relevant government regulations, including FAR (Federal Acquisition Regulation) guidelines, state and local permitting requirements, and specific project specifications.
- Risk Assessment: Identify potential project risks and contingencies, such as weather conditions, soil conditions, and unforeseen site challenges, and factor them into cost estimates.
- Bid Preparation: Assemble comprehensive bid packages including detailed cost breakdowns, project schedules, and technical proposals, ensuring clear and concise communication to government agencies.
- Client Interaction: Collaborate with government project managers, engineers, and procurement officials to clarify project requirements, address concerns, and negotiate contract terms.
- Software Proficiency: Utilize specialized estimating software to generate accurate cost calculations, track project data, and produce professional bid documents.
- Market Research: Stay updated on current market trends, material pricing, and labor rates relevant to government civil engineering projects.
- Change Order Management: Analyze proposed change orders from government agencies, evaluate their impact on project costs, and prepare revised estimates accordingly.
Qualifications
- Associate’s degree in engineering, architecture, building construction, construction management, or equivalent practical experience
- A minimum of 5 years of estimating experience in construction
- Strong understanding of contract documents, including plans, specifications, and addenda
- Experience with federal, military, and municipal projects preferred
- Additional cost estimating-related training and certifications are a plus
- Experience with ProCore is preferred
