Housing Specialist
RDOOR Housing Corporation is a 501 c(3) with a mission of creating stable, vibrant and healthy communities by developing or acquiring affordable rental housing properties. It is our goal to use our resources and expertise to build or acquire and upgrade multifamily rental properties. This allows residents who lack the economic resources to access quality rental housing opportunities and have a clean, safe environment in which to live.
To support this mission, RDOOR has strategically partnered with the City of Indianapolis, Coalition for Homelessness Intervention and Prevention (CHIP), and Indianapolis Continuum of Care (COC) to build a rehousing infrastructure to scale community-wide efforts to house people experiencing homelessness called HomeNow Indy. RDOOR serves as the centralized fiscal agent, housing acquisition, and grant management entity of HomeNow Indy. RDOOR identifies and acquires units, engage with landlords, and leverage flexible funds to hold and secure move-ins for participants being matched through the Indianapolis Coordinated Entry System.
Position Summary:
The Housing Specialist position contributes to the goals of this initiative by offering Housing problem solving and assistance un the diversion team. Diversion staff ensure that all clients seeking these services will be assisted in a client-centered atmosphere offering full service and linkage to meet all expressed needs. This position will work directly with RDOOR staff, partner agencies, fiscal staff, and clients to maintain program compliance. This position will be supervised by the Diversion Manager but will also receive direction for day-to-day duties from other team members.
Essential Functions:
- Assessing and offering needed services to client clients seeking assistance. Process program participant intake, eligibility, rental assistance and terminations.
- Coordinate and process unit transfers for program participants within or between subsidy programs including Housing Choice Vouchers.
- Attend and participate in all mandatory meetings such as: All Staff, Triage/Diversion/Outreach meetings, PBSO meetings, CES meetings, NACS Coordination meetings, Case Conferencing, and Supervision
- Review Rent Reasonableness and utility allowance calculations for proposed housing units.
- Responsible for accurate and timely data entry into various program systems such as Padmission and Homelessness Management Information Systems (HMIS).
- Ensure accurate data entry and record collection for HMIS including: CES documentation; housing services and case notes.
- Review quality and completeness of program material and resolve issues as needed.
- Respond to questions related to program policies and procedures.
- Maintaining awareness of resources and referral process for resources in the community. Updating this information for HIP staff on a quarterly basis.
- Update All Staff on systems, process, and information impacting TANF an Elevation grant funding
- Maintain consistent communication between RDOOR staff and external partners including program participants, shelter providers, CES lead, PBSO leadership and colleagues, and case managers.
- Participate in quality control and audit preparation activities.
- Positively represent the organization and mission in external meetings and public events and advocate for program participants in the community.
Training/Education:
Bachelor’s Degree preferred with a concentration in social work, public administration, project management, or case management. Preferred 1-3 years’ relevant job experience in the field of program administration, social services, or project management.
Knowledge/Skills/Abilities:
- High ability to adapt and be flexible to workflows, systems, processes, as well as immediate and long-term project goals, is a must. Able to prioritize, organize tasks and time, and follow up.
- A thorough understanding of resources and how to access those resources throughout the community

Demonstrates strong active listening skills. Can operate effectively, and show respect, in a diverse environment.
- Computer literacy sufficient to operate accounting, spreadsheet, word processing applications, databases, virtual meeting applications, Outlook and project management applications.
- Crisis management skills preferred
- Valid driver’s license and access to reliable transportation.

Pay range for the position is $50,000 - $55,000 based on salary history and candidate experience. This is a grant-funded position. The term will be extended contingent on RDOOR Housing Corporation receiving additional funding.
Environment/Physical Demands
The principal duties are performed both in a general office environment and in the field and community where program participants reside.
