Summary

Based out of Headquarters, Director of Operations will provide effective operational leadership in all areas of the Property Management and Occupancy Operations function. Employee management is key in this role; making sure all staff are productive. Will be responsible for the performance of all departmental functions within the company. This position will report directly to the CEO. Director of Operations will be the point person for Regional Property Managers and personnel located in ME., NH., MA., VT. and will work directly with Realty Resources’ Executives.

Responsibilities

· Supports Regional Property Managers and Occupancy Management Team.

· Ensures all Affirmative Fair Housing Marketing Plans, Rent Schedules, Tenant Selection Plans, and all other regulatory documents are kept up-to-date.

· Develops, implements, and monitors policies and procedures appropriate to the day-to-day operation of the Property Management Division.

· Lead policy and procedure development to foster effective and efficient business operations.

· Facilitates weekly vacancy meetings with each unique portfolio.

· Collaborates with Regional Property Manager to prepare capital needs assessments for all properties.

· Collaborates with Occupancy Manager to ensure completion of Annual Recertifications within regulatory deadlines.

· Follows up with Regionals for all State/Federal Physical inspections; Ensures successful results as needed. Training staff on inspection preparation.

· Works with and guides Regional Property Managers regarding special claims, marketing, evictions, advancing tenant complaints, and other site management responsibilities.

· Develops and assists management team in preventative maintenance program, safety and security of properties. Ensures maintenance manuals, equipment checklists/books, and safety guidelines are current and available.

· Provides orientation and training for managers and ensures that the authority and responsibility for each position are defined and understood. Ensures Property Management manuals are current and available.

· Collaborates with HR to ensure Orientation and Training programs are current and oversees training programs designed to expand staff skills in multi-family property operations (to include company and government compliance, policies, guidelines, deadlines, etc).

· Collaborate with HR in implementation and assignments of mentorship program for new hires.

· Collaborates with CEO and Managers to select and maintain qualified personnel in all positions and recommends compensation for them.

· Collaborates with Managers in preparing annual employee performance reviews and recommends compensation.

· Maintains appropriate communications within area of responsibility to other departments of the Company.

· Conduct site visits. Schedule will be determined by the needs of each location.

· Professional conduct and appearance at all times

· Completes training programs as required by company, federal and state guidelines (ongoing).

Other duties as assigned.

Qualifications

Education/Experience: Minimum of five years’ experience in property management required. Experience working in affordable and/or supportive housing preferred. Experience supervising staff required

Knowledge: Knowledge of HUD/Section 8/LIHTC subsidy rules and landlord/tenant laws preferred. Basic computer skills including word processing, databases and spreadsheets.

Skills: A commitment to excellence in service delivery and facility management. Ability to support Realty Resources’ policy on training and hiring. Ability to manage confidential information in an appropriate manner. Excellent interpersonal and business communication skills, both written and verbal. Proven conflict resolution skills. Ability and willingness to maintain and provide a high level of customer service. Ability to work independently and follow instructions with minimum supervision. High level of organization, attention to detail, and ability to complete tasks. Ability to work with staff, tenants and community members from diverse backgrounds. Ability to work with diverse ethnic and low-income families in a professional manner. Ability to deal tactfully with a variety of people under constantly changing circumstances using tact and diplomacy. Ability to handle emergency situations and pressure due to complexity and time sensitivity
