Executive Director for Recovery After Floods Team

Position Overview:
The Executive Director of RAFT, a long-term recovery group (LTRG), manages the day-to-day operations and service delivery of the organization. They are responsible for ensuring that RAFT meets its mission and operates in a way that is safe, supportive, and trauma-informed.
This person is a builder, a manager par excellent, a community leader, and a visionary. They see opportunities and act on them as they simultaneously remove obstacles. They have a fundamental understanding and appreciation for community involvement and can move ideas to action. They must possess strong relational, leadership, and communication skills; the ability to work independently; and a demonstrated understanding of the resources that recovery partners can provide. The Executive Director must be profoundly inclusive and committed to community-led recovery.
Key Responsibilities
- Develop and implement disaster recovery plans in alignment with local, state, and federal regulations.
- Lead county-wide disaster recovery operations for any disaster man-made or natural.
- Coordinate recovery efforts with internal departments, FEMA, VOAD and other external agencies.
- Manage recovery projects including infrastructure rebuilding and essential services.
- Monitor recovery project budgets, ensuring compliance with funding requirements.
- Serve as the primary point of contact for recovery activities and communicate with officials and the public.
- Provide regular updates on recovery efforts, project timelines, and funding needs.
- Maintain accurate documentation and submit required reports to support funding claims.
- Oversee planning and construction of public infrastructure recovery projects, ensuring timely completion.
- Support emergency response logistics and assist with disaster assessments.
- Assists the governing body in developing and implementing the operational policies,
- programs, and training events which meet identified needs
- Assumes responsibility as the chief development and fundraising officer of the
- organization
- Attends all LTRG governing body meetings and serves as staff resource to governing body
- Develops public relations program
- Works to build relationships with other coalitions
- Works with community groups, agencies, and faith groups in developing inclusivity
- Organizes anniversaries and other recognition functions and celebrations with committees’ support
- Organizes and presides at the LTRG Network meetings
- Reports on-going statistical and descriptive information regarding programs, operations and finances to the governing body and the public as needed
- Insures that monthly/quarterly/year end reports are prepared and presented to proper recipients

Requirements
- Bachelor's degree or equivalent combination of education and experience in disaster recovery or social service work.
- Minimum 3-5 years of experience with organizational management, or service/program delivery, and providing leadership to a department, program or service.
- Demonstrated experience in coordinating volunteer activities.
- Ability to interpret program trends, results and related data to formulate recommendations.
- Ability to manage multiple priorities with strong skills in planning and problem solving.
- Ability to relate well and effectively with diverse groups and individuals.
Work Environment
- This position will involve fieldwork, including site visits to disaster-impacted areas, and may require occasional travel to other disaster zones or partner locations.
- Work hours will vary depending on disaster events and emergency response needs, including evening and weekend work.
