Position Summary
Recovery is a Beach is seeking a highly skilled Clinical Director to lead our Outpatient Services team. This salaried position offers a dynamic role encompassing clinical service delivery, community outreach, staff supervision, and program compliance. The ideal candidate will bring a blend of clinical expertise, leadership, and a passion for helping individuals on their journey to recovery. The Clinical Director position is in person and remote work is not available through this role.
Key Responsibilities
Clinical Services
- Facilitate group therapy sessions focused on substance use recovery and mental health topics.
- Provide individual therapy using evidence-based practices such as CBT, DBT, and Motivational Interviewing.
- Develop and implement individualized treatment plans, ensuring they align with clients’ recovery goals.
- Conduct clinical assessments and provide accurate diagnoses, as needed.
Admissions and Intake
- Handles the intake line, as assigned.
- Perform client admissions and intakes, including assessments, documentation, and initial treatment planning.
- Explain program expectations and goals to clients and families during the intake process.
- Collaborate with admissions staff to ensure a smooth onboarding experience for new clients.
Compliance and Documentation
- Maintain accurate and timely documentation of client progress, treatment plans, and session notes in compliance with state and federal regulations (e.g., HIPAA).
- Ensure all client files are complete, up to date, and meet standards for audits and inspections.
- Follow ethical guidelines and comply with facility policies and procedures.
Networking and Marketing
- Build and maintain relationships with local referral sources, such as hospitals, schools, and community organizations.
- Represent the facility at community events, networking opportunities, and marketing efforts to promote the outpatient program.
- Develop outreach strategies to increase awareness and referrals for the program.
Scheduling and Coordination
- Coordinate and schedule group therapy sessions, individual appointments, and clinical team meetings.
- Collaborate with administrative staff to manage schedules and resolve conflicts.
PHP/IOP Compliance
- Ensure that treatment plans for PHP (Partial Hospitalization Program) and IOP (Intensive Outpatient Program) clients meet program-specific requirements, including daily/weekly reviews and updates based on client progress.
- Facilitate treatment team meetings to discuss client care and coordinate interdisciplinary input.
- Oversee the delivery of clinical programming to ensure it aligns with PHP/IOP standards, including required hours of therapeutic services.
- Monitor clients' progress closely to determine appropriateness for PHP/IOP level of care and facilitate transitions to higher or lower levels of care as needed.
Regulatory Compliance
- Ensure PHP/IOP programs meet all California Department of Health Care Services (DHCS) and Joint Commission (if applicable) accreditation standards.
- Maintain compliance with federal regulations such as HIPAA, 42 CFR Part 2 (confidentiality of substance use treatment records), and any applicable Medicare/Medicaid requirements.
- Regularly audit clinical files to ensure all documentation is thorough, accurate, and timely to support billing and regulatory reviews.
Treatment Modalities and Curriculum
- Implement structured treatment schedules, including group therapy, individual therapy, family therapy, and psychoeducation sessions.
- Develop and maintain evidence-based group curricula tailored for PHP/IOP clients, focusing on relapse prevention, coping skills, emotional regulation, and other relevant topics.
- Ensure that services provided are aligned with American Society of Addiction Medicine (ASAM) criteria for the respective levels of care.
Risk Management and Crisis Intervention
- Ensure safety plans are in place for high-risk clients and that staff is trained in suicide prevention and crisis management protocols.
- Act as a point of contact for crisis situations, ensuring appropriate interventions are provided and documented.
- Collaborate with emergency services or higher-level care providers as needed to address acute client needs.
Billing and Authorization Compliance
- Oversee the documentation and submission of clinical notes and treatment plans for insurance authorization and billing.
- Work closely with billing staff to ensure that all services are billed accurately and in compliance with payer requirements.
- Maintain a working knowledge of insurance requirements, including pre-authorization, continued stay reviews, and utilization management.
Client Care Coordination
- Coordinate care with other providers, including medical professionals, psychiatrists, and case managers, to ensure holistic client care.
- Provide discharge planning and aftercare coordination for clients transitioning out of PHP/IOP services.
- Ensure referrals to community resources are documented and followed up on appropriately.
Program Development and Training
- Develop and implement policies and procedures specific to PHP/IOP services.
- Train staff on PHP/IOP-specific documentation requirements, clinical expectations, and regulatory compliance.
- Monitor and update clinical staff competencies related to PHP/IOP program standards.
Qualifications
Minimum Qualifications
- Licensure: Active and unrestricted license in California (e.g., LMFT, LCSW, LPCC, PsyD).
- Experience: Minimum of 2 years of clinical experience in mental health and substance use treatment (outpatient experience preferred).
- Education: Master’s or Doctoral degree in Psychology, Social Work, Counseling, or a related field.
- Certifications: CADC or additional mental health/substance use certification is a plus.
Skills
- Strong group facilitation skills.
- Proficient in clinical assessments, treatment planning, and evidence-based therapies.
- Knowledge of state and federal compliance requirements (e.g., HIPAA, CARF).
- Excellent communication, organizational, and interpersonal skills.
- Experience in KIPU.
Preferred Qualifications
- Familiarity with electronic health record (EHR) systems.
- Experience in marketing and community outreach.
- Bilingual (Spanish/English) is a plus.

This position is based in a collaborative outpatient setting. Candidates must be comfortable working in a fast-paced environment and balancing multiple responsibilities, including clinical care, networking, and compliance-related tasks. Candidates must maintain a flexible schedule to meet the needs of the business and clients.
Compensation and Benefits
- Salary: $99,840.00-$104,000.00/Annual Salary, Based on Experience.
