POSITION: Child Support Specialist
LOCATION: Makwa House –Red Cliff Child Support Services Agency
SALARY: $20 - $22 hourly, based on qualifications
SUPERVISOR: Red Cliff Child Support Services Agency Director
THIS IS A REGULAR FULL-TIME NON-EXEMPT POSITION
JOB SUMMARY: This position promotes the goals of the Red Cliff Child Support Services Agency by providing hands on, personal case management for clients with the outcome of consistent financial and emotional support of children through paternity establishment, child support establishment, notification, and enforcement and locate services.
DUTIES AND RESPONSIBILITIES:
1. Manage and monitor a child support caseload for delinquency and compliance with court orders. Prioritize computerized work list items and take appropriate enforcement actions.
2. Run monthly, quarterly, weekly, daily reports from the KIDS or other automated system(s); follow through with necessary action.
3. Identify when cases require a contempt motion, Income Withholding, Stipulation or Medical Support Order and prepare necessary legal documents.
4. Analyze cases and determine when referrals should be made for to other programs, Criminal Non-support, Liens/Probate, Interstate/UIFSA or Modification.
5. Coordinate client services with, other tribal/county/state programs, employment and training programs and other services that can assist clients in removing barriers to employment and healthy lifestyles for the benefit of their children.
6. Assist parties in reaching agreements through mediation and dispute resolution techniques with the goal of minimizing family conflict.
7. Verify financial court order calculations prior to hearings, attend court hearings to prepare interim financial summaries and testify in court when necessary.
8. Process and mail income withholding orders, amended IWOs, suspensions and/or termination notices to employers.
9. Conduct face-to-face interviews with case participants and provide case related information or guidance regarding child support procedures.
10. Respond to case referrals and telephone inquiries from the general public and employers.
11. Review and evaluate routine and specialized reports. Make determinations regarding case needs and follow through accordingly.
12. Follow all federally mandated regulations and timeframes governing case activity and practices.
13. Document contacts, correspondence, and record all actions taken for each case utilizing the State of Wisconsin KIDS system and/or related filing system for case management purposes.
14. Locate parents and their assets using all available information and locate tools.
15. Draft, compose, and process legal documents (such as motions, stipulations, orders, affidavits, etc.) and assist the Child Support Attorney by providing the necessary information and documentation on cases and testify in court as needed.
16. Perform buccal swabs for genetic testing when required for paternity establishment.
17. Initiate actions to establish paternity, child support orders and income withholding orders in line with the Red Cliff Child Support Services Agency Policy and Red Cliff Code of Laws.
18. Establish and maintain cooperative working relationships with other jurisdictions, TANF programs, and other service programs or agencies.
19. Assist in the development and implementation of initiatives that support team building and collaborative services.
20. Provide case status information and interpret child support law, regulations, and procedures to custodial and non-custodial parents.
21. Professionally represent the Red Cliff Child Support Services Agency Policy and attend various community meetings and events to promote the goals and market the services of the program.
22. Assure that services being provided are appropriate to the client’s needs.
23. Adhere to all Tribal Personnel Policies and Procedures, Red Cliff Child Support Services Agency, Federal Child Support Regulations and IRS Safety Guidelines.
24. Maintain strict department security, confidentiality, and quality to meet professional standards of the department. Must sign a confidentiality agreement and attend annual confidentiality training.
25. Must be willing to work at least one evening per week to meet the need of clients accessing services through the Child Support Services Agency.
26. Regular attendance and punctuality required.
27. Must be able to travel out of town for as long as a week at a time for training.

3. Of the practical application of core Anishinaabe values in working with tribal youth and families and in generating interest in gaining insight from the community as it relates to program development incorporating these values into the Child Support enforcement agency and program.
4. Of human growth and behavior, human relationships, current social and economic problems of Native Americans.
5. Of the benefits gained in working together as a collaborative with other tribal and non-tribal entities that interface now and will in the future with this Tribal Child Support Services Agency.
QUALIFICATIONS:
1. Preferred a Bachelor’s Degree in Social Work or related field and experience of working with tribal families in a social services setting, an Associate’s Degree in Human Services and/or 4 years’ experience working in a social service setting.
2. Ability to function well in a team-oriented environment, utilizing team resources when appropriate.
3. Ability to develop and maintain professional relationships with a variety of individuals and groups in complex environments.
4. Must be dependable and conscientious; possess initiative, self-motivated and capable of working independently.
5. Must present a professional appearance and demeanor as a representative of the Red Cliff Tribe in dealing with the general public.
6. Excellent organizational skills are required. Must have the ability to prioritize work and work independently on numerous concurrent tasks, meet strict deadlines and successfully cope with challenging situations and conditions.
7. Understanding of basic accounting and possession of mathematical skills.
8. Ability to inform and communicate verbally and in writing in diverse and challenging situations.
9. Ability to exercise independent judgment, decisiveness and creativity.
10. Ability to effectively communicate to large groups or in the courtroom.
11. Working knowledge of Microsoft Office software is required.
12. Considerable knowledge of business English, spelling, math, grammar, legal terminology, modern office methods, practices and equipment.
13. Ability to function in a continuously evolving work environment.
14. The ability to deescalate stressful situations and the ability to deal with stress and often upset individuals.
15. Understanding of investigative techniques and procedures.
16. Ability to obtain information through use of interview techniques.
17. Ability to treat legal matters confidentially.
18. Ability to establish and maintain effective working relationships with other employees, clients and the general public.
19. Ability to prepare orders from attorney/court note sheets records.
20. Must be a Wisconsin Notary Public or able to obtain within three (3) months of hire and maintain during employment.
21. Must obtain buccal swab testing certification within three (3) months of hire and maintain as a condition of employment.
22. Must be willing and able to obtain additional education and training.
23. A valid driver’s license, reliable transportation, and insurance. Must obtain a Wisconsin’s driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a personal and Tribal vehicle under the Red Cliff Tribe’s Vehicle Drivers Policy prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
PHYSICAL REQUIREMENTS: Occasional bending and lifting may be required. Ability to traverse uneven terrain during site inspections.
PHYSICAL REQUIREMENTS: Must be able to lift at least 50 pounds. There will be some bending, lifting and reaching in overhead storage, but mostly sedentary work.
WORK ENVIRONMENT: All Tribal buildings are smoke free.
TRAVEL REQUIREMENTS: Will be required to attend training and meetings both in state and out of state. Attend Tribal Council meetings as directed.
