We are looking for a Design Lead (IT Database Programmer) to support the development of modern, data-driven digital services for the U.S. Department of the Interior (DOI). This role combines leadership in database architecture and design with hands-on programming to deliver secure, efficient, and scalable data systems in a cloud-native environment.
Design Lead/IT Database Programmer must have a full understanding of the research approach and design patterns to be used by the development team and will be responsible for ensuring that the development team follows that approach. This person will have experience as a user experience researcher or designer.
You will work with multidisciplinary teams to ensure that database design, integration, and access align with user needs, system requirements, and federal standards.
Key Responsibilities
- Lead the architecture, development, and maintenance of secure, high-performance databases that support digital service platforms.
- Design and implement data models, schemas, and workflows optimized for cloud-based environments (e.g., AWS, Azure).
- Collaborate with product managers, developers, and DevSecOps engineers to ensure data design supports user and technical requirements.
- Develop and maintain APIs, data services, and ETL pipelines.
- Ensure compliance with federal standards including FISMA, Section 508, and applicable data governance policies.
- Optimize database performance, security, and scalability to meet system objectives.
- Mentor junior data engineers and contribute to overall system design discussions.
- Support Agile teams with rapid prototyping and iteration of data solutions.
Minimum Qualifications
- 7 years of experience in database development, programming, or architecture.
- Strong expertise in SQL, NoSQL, PostgreSQL, MySQL, MongoDB, or similar technologies
- Experience designing data structures and APIs for modern cloud-based applications.
- Experience with database design, best practices, and performance
- Familiarity with cloud data services (e.g., Amazon RDS, DynamoDB, Azure SQL).
- Proficiency in scripting languages such as Python, JavaScript, or Shell for data manipulation and integration.
- Understanding of database security best practices and federal compliance (FedRAMP, FISMA, etc.).
- Experience with Data backup and recovery
- Experience developing user-centric data visualizations.
- Experience working within Agile development environments.
- Strong communication, coordination, and leadership skills.
Preferred Qualifications
- Experience supporting federal government digital services or mission-driven IT environments.
- Experience in the Federal grants management space
- Certifications such as AWS Certified Database Specialty, Azure Data Engineer Associate, or equivalent.
- Experience with data visualization tools, data governance frameworks, and accessible data presentation (Section 508).
