The platform currently serves over 500 organizations that submit regulatory compliance plans, and the project involves redesigning the application, modernizing its data architecture, and expanding its reporting and analytics capabilities.

Overview:
An experienced IT Business Analyst is needed to support a software modernization initiative focused on enhancing an enterprise-level reporting and data management application. The platform currently serves over 500 organizations that submit regulatory compliance plans, and the project involves redesigning the application, modernizing its data architecture, and expanding its reporting and analytics capabilities.
Responsibilities include but are not limited to:
Requirements Analysis and Documentation:
- Collaborate with stakeholders to gather and document requirements. Work closely with Product Owners to define user stories, ensuring clear and testable acceptance criteria.
- Analyze existing workflows and identify opportunities for improvement. Create detailed process documentation, including as-is and to-be workflows.
- Perform gap analyses between current functionality and business needs. Validate functional requirements in partnership with developers, stakeholders, and product owners.
- Support the Product Owner in maintaining and prioritizing the product backlog. Facilitate communication between the Product Owner and Scrum Master regarding prioritization decisions.
- Develop and execute functional test cases and scripts. Track and document defects and coordinate closely with development teams to resolve them. Contribute to the creation and execution of user acceptance testing (UAT) plans.
Key Deliverables:
- User stories with detailed acceptance criteria
- Workflow diagrams and process documentation
- Functional specifications and gap analysis reports
- Test plans, test cases, and test scripts
- UAT plans and documented test results
- Backlog and prioritization documentation
Required Knowledge, Skills, and Abilities:
- At least 5 years of experience in business analysis for custom software development projects
- At least 5 years of experience in software quality assurance, including test planning and execution, as well as defect tracking
- At least 5 years of experience working in Agile frameworks, particularly Scrum
- Proficiency with Azure DevOps for managing backlogs, user stories, test cases, and bug tracking
- Experience supporting public sector or regulatory-driven software projects
- Familiarity with scientific, environmental, or hazardous waste data systems
- Knowledge of Web Content Accessibility Guidelines (WCAG) and accessibility testing for web applications
- Experience working with Microsoft technologies, including Power BI and .NET Core
Compensation range for position is $ 124,000 – 138,000 DOE.
