Job Goal:
Maintain systems for the processing and reporting of records. Prepare all necessary reports related to federal, state, and local grants and contribute to the smooth and efficient operation of the Business Services department.
Qualifications:
Education
Bachelor’s degree in accounting or business-related field from an accredited university
Experience
- Three years of governmental accounting experience
- Three years of bookkeeping and/or accounting experience
Special Knowledge and Skills
- Knowledge of accounting and auditing principles established by TEA’s Financial Accountability System Resource Guide (FASRG)
- Knowledge of computerized accounting systems
- Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures
- Ability to use software to develop accounting reports, spreadsheets and databases
- Ability to handle and prioritize multiple tasks and meet established deadlines
- Ability to exercise initiative, decision making and maintain confidentiality
- Ability to maintain accurate and auditable records
- Effective organizational, interpersonal, and communication skills
Responsibilities:
- Ensure accounting records are in compliance with federal EDGAR requirements.
- Maintain assigned documents and records.
- Examine purchase orders and other transactions for accuracy.
- Work with support staff who provide assistance with accounting and financial transactions
- Prepare indirect cost calculations and submit intermittent and final expenditure reports to the state.
- Prepare reports required for financial reimbursements.
- Review and assist in posting budget transfers, amendments, and journal entries.
- Assist program budget manager in the preparation of grant applications and ongoing budget management.
- Monitor progress of grant spending.
- Close out grants at the end of the grant period and at end-of-year.
- Prepare reports for budget managers.
- Manage all grant-purchased fixed assets to ensure compliance.
- Work cooperatively with human resource department staff, department directors, department secretaries, and employees regarding accounting issues related to payroll, timekeeping, budget, payables, receivables and grants.
- Assist in any internal or external audits.
- Assist with providing budget, accounting, and financial software training and support for Region 4 staff.
- Review and approve Texas Department of Agriculture quarterly and annual reports.
- Assist with creating and maintaining business office manuals and forms.
- Maintain a professional level of confidentiality regarding all ESC matters.
- Assist with budget process and FTE review.
- Assist with any additional Business Services duties as needed.

Salary : $70,641 - $84,601
