CLASSIFICATION: EXEMPT

GRADE: GRADE 4 ($60,112 - $81,328 annually, depending upon experience)

REPORTS TO: BUSINESS ANALYST/QUALITY ASSURANCE SUPERVISOR

LOCATION: BRECKSVILLE (HYBRID)

About RITA: Our Mission at RITA is to provide Ohio cities and villages with a high quality, cost effective municipal tax collection service. We currently serve nearly 400 cities and villages across the State of Ohio, collecting and distributing more than $2B of municipal income tax revenue annually, at an average cost in 2024 of less than one cent of every dollar collected. These income tax dollars are crucial to the provision of the public safety, infrastructure and recreational services that make these cities and villages great places to live, work and do business. About the Role: Under general supervision, the purpose of the position is to be the primary interface and means of communication between RITA business units and the IS development staff providing services to executive, senior, middle management and end users during the requirements gathering for new development or applications enhancements for minor (1 week) to medium (2 months) sized projects. This role also ensures thorough functional testing that the new software product or enhancement meet the expectations of the end user.

EXAMPLES OF ESSENTIAL FUNCTIONS

1. Defines and analyzes business/functional requirements for minor to medium sized projects (1 to 2 months) and communicates those requirements to the IS department (peers) in functional and technical terms.

2. Serves as a liaison between RITA Business Users and the IS Department.

3. Creates user stories and acceptance criteria from business/function requirements by working with a team of Product Owners, Developers, Business Analyst/Quality Assurance (“BA/QA”), and Application Users (“Project Team”).

4. Explains information technology solutions to the product owner(s) and users in non-technical, plain English.

5. Translates conceptual Product Owner requirements into functional requirements in a clear manner that is comprehensible to Developers.

6. Explains, with some direction and assistance from a BA/QA Supervisor, information technology solutions to the customer in non-technical, plain English.

7. Works with a team comprised of Developers, BA/QAs, and Database Administrators in the development and maintenance of RITAX® and other applications maintained by the development team.

8. Plans and tests newly developed software functions prior to deployment in the production environment for minor to medium sized projects.

9. Plans and executes with some direction and assistance from the BA/QA Supervisor, integration and functional testing, identifies software defects, and ensures all software is developed in accordance with RITA’s standards and are delivered free of defects meeting all identified acceptance criteria.

10. Prepares high level process documentation and procedure development/maintenance.

11. Triages production support work orders, prepares corresponding TFS items, tests the fix in QAT and performs User Acceptance approval meetings so that the fix can be made in Production.

12. Participates in monthly patch testing, integration testing, go live testing and production/storm support.

13. Acquires business domain knowledge by learning what are the major business processes and the metrics that are important to the business units.

14. Works with Project Team to prioritize collected requirements.

15. Assists in conducting research on products to meet agreed upon requirements and to support purchasing efforts.

16. Communicates changes, enhancements, and modifications of business requirements — verbally or through written documentation — to Project Team so that issues and solutions are understood.

17. Plans, designs and develops test plans and test cases for system and integration testing.

18. Performs system testing including functions testing, security testing, data conversion testing, performance/stress testing, user acceptance testing with the product owner and go live testing.

19. Performs other related work as assigned.

Physical Requirements:

The individual assigned to this position must be able to complete all physical requirements of the job, with or without a reasonable accommodation, which include, but are not limited to the following:

· Must be able to remain in a stationary position 50% of the time.

· Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

· The person in this position frequently communicates with stakeholders such as developers, product owners, etc., for gathering requirements, presenting user stories and product demos. Must be able to exchange accurate information in these situations.

About You: Bachelor's degree in Information Technology/Business Administration or 4 years of previous municipal tax experience; or an equivalent combination of education, training, and experience.

· Minimum of six months of work experience in the Systems Development department of an information systems organization.

· Specific knowledge of the Siebel Call Center applications is desirable, along with knowledge of other Siebel applications (Service Requests, eService).

· Other desirable Technical Skills:

o Working knowledge of Windows Forms/Web applications, IVR systems, FileNet Systems, and Data Warehouse/SQL Jobs.

o Working knowledge of Microsoft Word, Excel, and PowerPoint.

o Beyond Compare – File Comparison Tool

o Visio for flow diagrams, business process models, etc. that benefit from a pictorial representation.

o Ability to create and execute simple SQL queries.

o Knowledge of Bug/Defect Tracking Systems.

o Knowledge of Visual Studio Team Foundation Server.

o Black box Manual Testing: Does the product work as it is supposed to?

o Grey box Testing: Do various parts of the products architecture work, e.g., interfaces, APIs,

o White Box Testing: Using BA/QA developed code/scripts/queries.

· Prior exposure or some knowledge of the following types of documents

o Agile User Stories describing software features from a user perspective

o Test requirement document

o Test case document

o Test Plans

o User Acceptance Criteria Checklist
