Overview
REI Systems is seeking an experienced and dynamic Program Manager to join our team. We partner with government agencies to provide high-quality IT services and support. The Program Manager will be responsible for overseeing the planning, implementation, tracking and management of technology projects for the Department of Transportation. This role requires excellent leadership, communication, and organizational skills.
Responsibilities
- Manage all aspects of IT projects from planning through execution, serve as the main point of contact, and strive to meet product delivery, quality, and budget goals
- Serve as the primary point of contact for DOT stakeholders, facilitating communication between technical teams and government representatives
- Provide program management to plan, manage, monitor and control IT operations, service delivery, and optimization and modernization initiatives.
- Maintain, modify, and evolve program strategy to achieve IT objectives for the DOT
- Manage risk, budget analysis, and scope effectively to create successful outcomes.
- Financial planning, forecasting, and corrective actions to ensure the program adheres to budget
- Identify superior technical talent, recruit and build high performing teams focused on service delivery
- Produce monthly status reports detailing activities, problems, corrective action, and IT operational reports
- Interact with teams to plan and implement projects, define tasks, and manage timelines while tracking deliverables
- Work with technical architect to driver standardization, reduction of variability and variety of technologies, and modernization architecture.
- Work with the product owners to develop roadmap, releases plan, and sprints including risks, and dependencies for optimization and modernization efforts
- Work with government COR and deliver on contractual milestones
- Establish solid working relationship with Government POC’s in an effort to deliver successfully on program goals and position REI as a thought leader on the program
Qualifications
Required Qualifications:
- Deep understanding of the Department of Transportation marketplace and modes including FHWA, FRA, NHTSA, FTA, FMSA etc.
- Project Management Professional (PMP) certification or equivalent.
- A minimum of 12 years of experience in the IT field, with at least 10 years of managing multiple cross-disciplinary IT teams on large complex, high visibility programs
- Demonstrated ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at-risk identification and management; and communicate effectively to the customer, stakeholder and project team.
- Extensive experience managing a multiple award IDIQ contract(s)
- Proven experience using project management frameworks and Agile development methodologies
- Demonstrated track record of delivering high visibility, challenging projects successfully
- Outstanding verbal and written skills
- Excellent time management and ability to juggle multiple tasks under strict deadlines
- Demonstrated track record in building cross functional IT teams and strong understanding of IT infrastructure, software development and project management methodologies
- Ability to work with Government POC’s to present complex technical ideas
- Exposure to responding to government solicitation through RFP’s and RFI’s
- Experience using Agile lifecycle management tools such as a JIRA
- Must be a US Citizen or Permanent Resident and able to obtain government security clearance.
Preferred Qualifications:
- Ability to work in a multi-vendor environment delivering solutions around IT modernization
Education:
- BS in Computer Science/Software Engineering or related field
- Agile certification such as SAFe or PMI-ACP
