R&P is seeking a Senior Contracts Manager to work in our corporate office in Washington DC. The Senior Contracts Manager is a senior leadership position responsible to the Chief Operating Officer (COO) for managing and overseeing all contracting and subcontracting efforts across the company. The ideal candidate has extensive experience in managing U.S. government contracts throughout the contracting lifecycle (draft RFP, proposal, contracting, performance, close-out) and possesses a common-sense approach to managing contracts, subcontracts, purchasing, and personnel under their cognizance. The position requires in-depth knowledge of the FAR/DFAR/CFR/USC and basic legal knowledge in areas related to liability exposure and corporate administrative compliance elements associated with a medium size business approaching $100M in annual revenue. The Senior Contracts Manager is the company’s primary point of contact for all contract matters and is responsible for ensuring all contracts-related communications (e.g., contracts, modifications, RFQs/RFPs/RFIs, clarification requests, legal inquiries) are distributed to internal parties in a timely manner and corporate responses are internally vetted and timely.

- Manage contracts throughout the contracting lifecycle (i.e., draft RFP, proposal, contracting, performance, close-out).
- Review, negotiate and manage contracts for all contract types (cost-plus, T&M, FFP).
- Ensure comprehensive review of all agreements (e.g., contracts, lease agreements, NDAs, teaming agreements, insurance coverage agreements) are presented to corporate leadership responsible for final approvals.
- Oversee subcontract management and administration with deep understanding of purchasing system requirements, subcontract acquisition, subcontract management/administration, cost/price analysis and use of/knowledge of associated Government databased systems requiring annual/periodic updates.
- Effectively manage Contracts/Subcontracts staff to include maintaining respectful relationships and providing guidance and support. Perform mid-year and annual performance reviews, assess/determine personnel workload, assign projects, and ensure deadlines are met.
- Provide contractual and legal review of various documents including RFPs/RFQs/RFIs, contracts, subcontracts, NDAs, and teaming agreements. Demonstrate fundamental understanding of basic legal concepts and ability to research more challenging legal concepts before seeking outside legal assistance.
- Assess and mitigate company liability exposure by recognizing and suggesting mitigating options for areas of corporate risk related to insurance coverage requirements, technical performance risks, possible conflicts of interest, and financial and compliance exposures. Ability to mitigate issues to benefit R&P without undo delay or disruption to project performance is necessary.
- Ensure corporate administrative compliance. Oversee/complete annual representations and certifications as a prime contractor in SAM.gov and to prime contractors. Ensure compliance with reporting (e.g., SAM.gov (Reps/Certs (Exec Compensation reporting), FSRS, SCR), SeaPort-NxG). Maintain consistent baseline of reporting across all reporting platforms (Federal, state, customer, and prime contractor.).
- Support indirect rate development, Cost Accounting Standards maintenance/responses, annual ICE submission (related to contract activity), CPAR responses, proposal award/loss debriefs, protest responses, and contractual requests from program teams.
- Bachelor's degree with at least 20 years experience in Government contract management. Master’s degree in business/finance is a plus.
- Required relevant experience includes managing contracts throughout contracting lifecycle (draft RFP, proposal, contracting, performance, close-out), subcontract administration, preparing cost proposals/cost narratives in response to Government and commercial RFPs/RFQs, performing cost/price analysis, accounting and reporting, auditing, financial management, report writing, DCAA audit, procurement (both subcontractor and materials), and budget analysis.
- Experience in bidding, negotiating and managing all contract types (cost-plus, T&M, FFP).
- Demonstrated excellence in writing and superior analytical skills.
- Ability to communicate and work effectively program teams and senior executives.
- Ability to multi-task and prioritize tasks.
- Must currently hold or be eligible to obtain Secret security clearance.
