Project Managers (PMs) are responsible for managing and overseeing all aspects of the most administratively complex IT and nonIT initiatives related to Enterprise Medicaid Information Technology Architecture (MITA) Support. The Contractors staff will in partnership with the Enterprise Technology Services
ETS) Product team manage the tasks necessary to plan organize and lead teams to develop and implement technical solutions which are essential to agency. The PMs will provide leadership to all project management phases to ensure efficient and effective delivery of IT products and services.
The PM shall provide services including but not limited to the following :
1. Lead / manage projects based on the Project Management Institute (PMI) best practices to achieve goals using effective communication and resource
allocation.
2. Ensure objectives are met efficiently and on schedule.
3. Plan organize and coordinate tasks to ensure project management best practices governance processes and procedures are consistently applied to
all projects and are aligned with the DHCS own project governance processes.
4. Follow and support the Enterprise PMOs project portfolio management methodology and framework including portfolio prioritization project alignment
across all DHCS programs and portfoliolevel risk management ensuring executives understand the impact on the portfolio.
5. Support the appropriate level of stakeholder engagement to define scope and project deliverables.
6. Develop all project management artifacts and documentation throughout the project lifecycle including but not limited to concept statements project
charters work breakdown structures project schedules and all facets of cohesive project management plans and reporting.
7. Provide regular and ongoing internal and external project status reporting to ensure department support of the workload necessary to achieve the end goal.
8. Provide effective and timely communication on assigned projects / workstreams in the DHCS workload tracking tool which includes Jira software.
9. Facilitate and create project materials necessary to brief impacted stakeholders in executive and project level steering committees.
10. Establish strong working partnerships with internal business programs and product managers to promote effective product delivery.
11. Build and maintain a positive working relationship with team members stakeholders and external partners.
12. Follow product delivery standards methods and practices which may include Scrum Scaled Agile Framework (SAFe) Kanban etc.
13. Utilize departmental tools and standards for communicating and managing projects
