Since 1925, Renewable Water Resources (ReWa) has been committed to providing high-quality wastewater treatment services to the Upstate of South Carolina while promoting a cleaner environment, protecting public health and the water quality of Upstate waterways, and developing the necessary sewer infrastructure to sustain our community and growing economy. With nine water resource recovery facilities and more than 350 miles of pipe, we serve a broad geographic area, including Greenville County and portions of Anderson, Laurens, Pickens, and Spartanburg Counties. Each day an estimated 42 million gallons of water passes through our trunk lines and reclamation facilities before being cleaned and returned to our area rivers and streams.
Job Summary- Pay Range- $80,000- $101,000/year
This position will be responsible for the division’s portion of the organization’s Find and Fix Program related to linear assets, to include project development and management. This position also supports division supervisors and team leads in planning, scheduling, managing, overseeing, and quality controls/assurance of various work activities/construction projects, material management, and contractor relations. Additionally, this position will serve as the divisional asset management lead and provide limited oversight of the department’s asset management program ensuring user adoption, training, data quality, and accuracy.
About the Job-
The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary.
· Develops project charters and scopes of work for repair and rehab projects.
· Issues work to internal construction staff and external contractors as deemed necessary and reasonable.
· Provides for data collection, field direction and inspection of all work performed.
· Ensures the agency’s GIS Department is updated accordingly of all repairs and/or rehab completed.
· Reviews and approves payment requests.
· Assists Engineering Department with the oversight and prioritization of assigned capital projects.
· Collaborates with ReWa’s Engineering Department to draft infrastructure project charters, equipment acquisitions, and development of overall infrastructure masterplans related to linear assets.
· Collaborates with ReWa’s Asset Management Department as needed.
· Responsible for the oversight and accountability of outside contractors providing services for the Infrastructure Service Department.
· Assists and collaborates with the Resiliency Program Coordinator to further develop departmental resiliency.
· Manages reoccurring initiative projects that require complex contractor management.
· Plans and schedules work assignments based on labor availability, priority, asset criticality, asset condition, material availability, permitting, etc.
· Provides input and assists with interviews; makes hiring recommendations; onboards new employees within the Infrastructure Asset Division.
· Reviews work for timeliness and accuracy; resolves work issues encountered by employees; recommends procedure changes; reviews and evaluates employee performance; counsels, recommends disciplines, and documents discipline activities; approves leave requests.
· Oversees, directs and provides work assignments for the Infrastructure and Asset Planning Technician.
· Provides contractor management and project schedules.
· Ensures employee activities related to maintaining and updating ReWa’s GIS and CMMS are complete and accurate.
· Develops, tracks, trends and improves on departmental KPIs.
· Assists in developing operating manuals, technical guidelines, standard operating procedures, training, and instruction materials.
· Provides system improvement recommendations to the AM Group.
· Collaboratively supports, enables, and monitors Emergency Operations Center (EOC) during emergency incidents and events.
· Serves as the liaison to SCWARN for infrastructure-related collection system emergencies.
· Provides recommendations and updates to the current Capacity Management Operations and Maintenance (CMOM) manual.
· Lead in providing performance and service level progress related to the established CMOM performance. goals. Assists Supervisors in Performing periodic field verification and inspection of CMOM activities.
· Represents and ensures Infrastructure Services division adherence with ReWa’s Asset management program.
· Participates in the assessment of infrastructure related linear assets according to Probability of Failure (PoF) and Consequence of Failure (CoF).
· Aides Infrastructure Services division in conducting root cause analysis and after-action reviews related to system failures.
· Assists in investigating service requests to include Sanitary Sewer Overflows (SSOs), wet weather flows, odor, and connections issues.
· Assists in coordinating divisional training requirements.
· Assists in preparing annual budgets and ad-hoc reporting as required.Attends training, workshops, meetings, etc., as appropriate to maintain or enhance job knowledge.
· Performs routine clerical work, including typing reports, spreadsheets, and records; entering and retrieving computer data; copying, scanning, and filing documents; answering the telephone; sending and retrieving faxes, etc.
· Performs and fills in as necessary during the absence of departmental supervisors.
· Routinely represents ReWa and interacts with clients, customers, contractors, officials, governmental councils, and others regarding the business of the organization.
· Routinely conducts department meetings to keep staff informed and aligned.
· Routinely provides departmental updates to the Leadership.
· Routinely meets with ReWa Safety Department for program review and feedback.
· Attends meetings, training, workshops, etc., as appropriate to enhance job knowledge and skills.
· Serves as an on-call support 24 hours a day and responds to emergency situations as necessary.
· Performs other essential duties as assigned.
Basic Requirements-
· Must possess a valid state driver’s license.
· Requires a bachelor’s degree in a technical related field of study, or an associate degree coupled with a PMP (Project Management Professional) certification.
· Experience and a working knowledge with asset management systems to support utilities/public works/engineering applications
· Collection Certification D license required, or ability to obtain within one (1) year of employment.
· Proficient in generating and presenting departmental reports.
