Essential Duties and Responsibilities:

This job description indicates the normal type and level of work expected of the incumbent.  Incumbent may be asked to perform other duties as apparent or assigned.

  • Inspects the transport vehicle prior to transports; searches the prisoner compartment of the transport vehicle both prior to and after the prisoner is transported, and documents inspections. Conducts a thorough pat search of the prisoner prior to placing restraints on the prisoner.
  • Transports prisoners and other persons lawfully held on writs, warrants or other orders to and from various facilities including courts, state correctional facilities, county jails, state and private hospitals and other care facilities; works closely with and cooperates with the jail staff to safely supervise inmate movement from the jail to the courts; transports juveniles to and from secure and non-secure facilities to court.  Escorts defendants to the jail to be booked and released.  May also travel out-of-state to transport or escort prisoners.  Completes and submits required paperwork prior to and upon completion of transports.
  • Maintains direct supervision of juveniles, prisoners, and other secured individuals while in transport or court.  Stands by with inmates during emergency hospital visits or other appointments.
  • Prepares courtrooms and coordinates courtroom activities.  Conducts a search of courtrooms and the Courthouse prior to court, looking for signs of tampering and/or suspicious packages, etc.; ensures that doors are secured. 
  • Sets up search operations as needed to screen members of the public who seek admittance to the Courthouse; limits the number of spectators and media persons allowed in the courtrooms.  Restricts cameras, cell phones, and other recording devices from entering the Courthouse.  As needed, prepares each courtroom by checking in people schedule to appear, as well as county attorneys, probation officers, defense attorneys, and social workers. Assists the public by directing them to the proper courtrooms.  Takes extra security measures for multi-defendant or high-risk trials
  • Maintains order and decorum in the courtroom.  Ensures that litigants, attorneys, court staff, and spectators conduct themselves properly.  Enforces laws and arrests violators.  Remains alert and ready always to control unusual or unexpected situations in and around the courtrooms.  Uses restraints in the courtroom on dangerous prisoners who are in custody, or witnesses, when appropriate.  Provides security for judges, witnesses, attorneys, juries, grand juries, and the public. 
  • Performs duties involved with a jury trial, including 24-hour jury sequestration as needed. 
  • Performs duties associated with court orders requiring a licensed deputy to enforce the order at the courthouse, such as arrest warrants, harassment restraining orders, domestic abuse no-contact orders (DANCOs) and orders for protection.
  • Serves warrants, summonses, and other processes; makes arrests. 
  • Carries out lawful orders and directions of the court. Places contraband into evidence and completes required reports.  Administers preliminary breath tests for alcohol or urine tests to defendants and probationers upon request of appropriate authority. Promptly submits required reports and forms. 
  • Patrols, monitors, and provides security for the Renville County campus. 
  • Responds to and handles calls for service at the Courthouse; evacuates and secures the Courthouse in the event of bomb threats, fires, or other emergencies; assists in conducting building searches during bomb threats. Calls for appropriate response based on assessment of the situation. 
  • Assists the Sheriff’s Office and other law enforcement officers, court bailiffs, and correctional officers as directed. 
  • Assists with emergencies or natural disasters, including those that occur away from County offices. 
  • Administers first aid, as the situation requires, until relieved by medical personnel. Maintains and arranges for service, upkeep, and repair of vehicles in the transport fleet.
  • Adheres to all applicable safety policies and procedures. 
  • Performs other job-related duties as assigned or apparent.

 

Qualification Requirements:

Education and/or Experience:

Two-year degree in law enforcement or related field and the successful completion of the Skills Program;

one year of experience working in a related job involving public contact.  Experience as a police officer preferred, but not required.  Must pass a physical and psychological background investigation.

Language Skills:

  • The ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
  • The ability to write routine reports and correspondence and have the ability to speak effectively before groups of customers or employees of the County.

Mathematical Skills:

  • The ability to apply concepts of basic algebra and geometry as required

Certificates, Licenses, Registrations, Other:

  • Licensed as a peace officer under the requirements of the Minnesota Board of Peace Officer Standards and Training;
  • Valid, non-restricted Driver’s License;
  • Annual qualification in the use of force and other weapon systems;
  • Must be able to legally possess and carry a firearm in Minnesota;
  • Must be able to provide credible testimony in court.

Required Skills, Knowledge and Decision-making:

  • Federal and State laws, regulations and guidelines relating to criminal law and criminal procedures;
  • Renville County Sheriff’s Office policies and procedures and Renville County Personnel Rules and Regulations;
  • Police procedures and techniques including operations of police vehicles, radios, radar, mobile data terminals and related equipment;
  • Geography of Renville County and the surrounding areas;
  • First Aid/CPR;
  • Driving a motor vehicle under any conditions;
  • Handling and discharging firearms safely and proficiently;
  • Deal with stressful situations;
  • Oral and written communications;
  • Decisions regarding day-to-day law enforcement activities and procedures are handled by this position as well as decisions regarding appropriate use of force per training
  • Problems relating to financial expenditures, conflict in policy and/or procedures interpretation, or report of co-worker misconduct/issues are referred to supervisor for resolution;
  • This position must respond and interact with a wide and varied cross section of the general public, including victims, witnesses, suspects and criminals;
  • This position operates in an environment of continuous law(s) and regulation(s) changes and must be able to apply the correct application of such, based on the unique circumstances of each case;
  • This position must use discretion and independent judgment in making a variety of decisions of importance as it relates to the enforcement and interpretation of laws and regulations;
  • This position must respond and make decisions quickly without the benefit of unlimited time boundaries;
  • This position must remain alert and ready at all times evaluating suspicious and potentially dangerous behavior(s);
  • This position must interact and transport potentially dangerous and/or difficult prisoners/suspects who are suspected or convicted of a wide variety of crimes and/or who are mentally unstable;
  • This position must maintain a respectful and reserved demeanor when dealing with the general public, public officials and detainees;
  • This position is responsible for preventing the escalation of possible hostile or volatile situations by appropriately applying the use of force continuum.

 

Physical Demands:

  • See, hear, and remember people, evidence, facts and circumstances;
  • Stand, walk, and sit for long periods of time;
  • Bend, crouch, stoop, stretch, or crawl periodically as needed;
  • Lift and carry or drag objects or people weighing up to 100 pounds at an accident scene or when responding to calls for service;
  • Chase and subdue suspects as required;
  • There is always a threat to receiving physical injury or the need to use force or deadly force during the execution of duties;
  • Physical conditioning is required to subdue suspects when necessary and to complete the annual training required by P.O.S.T. in use of force techniques
  • Operating a squad car in emergency response situations and in all types of weather conditions, as well as transporting persons in custodial situations places the officer at increased risk;
  • There are a variety of hazardous conditions and environments that a Transport/Court Security Deputy may find themselves in with little or no notice. These may include but are not limited to: crash scenes on highways, traffic stops, armed suspects, search warrant entries, presence in scenes with biological threats (blood, feces, etc.), dead body contact, potential outdoor work regardless of the weather conditions, drug labs with chemicals, and chemical suicide.
