Full-Time Program Manager – Emergency Shelter – Join the Rescue Mission Team!
Schedule: Tuesdays-Saturdays (on call, including evenings, weekends, and holidays) | Salary: $70,000 Annually
The Rescue Mission is actively seeking a full-time Program Manager of Emergency Shelter to join our dynamic team and lead the operations of our Syracuse Emergency Shelter. In this role, you will be responsible for managing processes, providing leadership to staff, and ensuring the highest level of client services while working towards the mission of supporting vulnerable populations in our community.

Key Responsibilities:
- Staff Leadership & Development: Directly supervise Emergency Services Program staff, providing coaching, counseling, and ongoing training to develop staff skills and ensure effective operations of the shelter and day center.
- Scheduling & Staffing Compliance: Develop and maintain a work schedule that meets OTDA requirements for the Emergency Shelter, including weekend, evening, and on-call shifts.
- Client Service Quality: Monitor service performance, ensure program standards are met, and implement best practices through regular coaching, training, and evaluations.
- Collaboration & Community Engagement: Work with other departments, local agencies, and community partners to build collaborative relationships and deliver effective services to those in need.
- Regulatory Compliance & Documentation: Ensure compliance with all regulatory guidelines, maintain program integrity, and oversee billing, census records, and other essential documentation.
- Financial Oversight: Participate in the creation and management of annual budgets, overseeing expenses related to staffing, supplies, and overtime.
- Safety & Confidentiality: Promote a safe environment for both employees and clients while maintaining strict client confidentiality in all aspects of program operations.
- Mission Alignment: Align daily work with the Rescue Mission’s mission, vision, and values, contributing to a caring and cooperative workplace culture.
Requirements:
- Education: Bachelor’s Degree in Human Services, Health Services, or a related field required; Master’s Degree preferred.
- Experience: Minimum of 2 years of staff management/supervisory experience. Experience working with homeless, addicted, or mentally disabled populations is a plus.
- Flexibility: Must be able to work a flexible schedule, including 2nd and 3rd shifts and weekends.
- Communication & Leadership Skills: Strong leadership, interpersonal, and communication skills to effectively manage and guide a team.
- Crisis Management: Ability to handle complex situations and provide oversight during difficult circumstances.
- Knowledge & Skills: Proficiency in computer systems and the ability to maintain a calm and professional presence in challenging environments.
- Driver’s License: Valid NYS Driver’s License in compliance with company driving criteria.
