DIRECTOR OF VETERANS BUSINESS OUTREACH CENTER - ID# 225018

Regular, Full-Time, Limited-Term (not to exceed four (4) months in duration), RCUH Non-Civil Service position with the University of Hawaii at Hilo, Veterans Business Outreach Center (VBOC), located on the Island of Oahu. Continuation of employment is dependent upon program / operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal / State laws.
MONTHLY SALARY RANGE : $8,000 - $11,000 / Mon.
DUTIES :
- Positions the VBOC within the region as the premier provider of business development assistance for veteran business owners.
- Develops and oversees the implementation of sound management practices to ensure client satisfaction and efficient service delivery to veteran-owned businesses.
- Develops and oversees compliance with funding requirements.
- Identifies and responds to additional funding opportunities that are consistent with the VBOC mission.
- Achieves milestones and fulfills reporting requirements as spelled out in contracts, grants, and cooperative agreements.
- Provides leadership to Hawaii VBOC consultants, mentors, student interns, and volunteer counselors.
- Conducts strategic and business planning activities for the Center and its programs as needed.
- Represents VBOC in the community.
- Identifies, plans, and implements initiatives that enhance the efficiency and quality of work delivered by VBOC.
- Develops and implements communication programs that publicize the efforts of the VBOC and Small Business Administration (SBA).
- Establishes and enforces administrative policies and procedures for the Center.
- Drives to training classes and outreach events.
- Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the PI with the PI's concurrence.
The VBOC Director will be 100% dedicated to veterans initiatives and funded by the VBOC grant funds.
PRIMARY QUALIFICATIONS :
EDUCATION : Masters Degree from an accredited college or university in business or related discipline. (Bachelors Degree from an accredited four (4) year college or university in business or related discipline plus at least four (4) years of additional relevant experience in business assistance agency administration, small business management of a substantial company, managerial business consulting, or a combination of these may substitute for a Masters Degree.)
EXPERIENCE : Eight to ten (8-10) years of executive or management experience in business assistance agency administration, small business management of a substantial company, managerial business consulting, or a combination of these, which includes at least four (4) years of experience in supervising employees. Personal computer experience, including spreadsheet, word processing, and data management software.
KNOWLEDGE : Demonstrated knowledge of the business consulting process. Thorough knowledge of the principles and requirements of starting and operating a successful small business in Hawaii. Knowledge of veteran-owned business conditions in Hawaii. Knowledge of all SBA programs. Knowledge of the counseling process.
ABILITIES and SKILLS : Demonstrated ability to : provide executive leadership through strategic planning and partnership building; raise funds from public and / or private sources; manage budgets, people, and projects effectively; advocate publicly through writing and speaking. Teaching, training, and public speaking skills. Excellent verbal and written communication skills, including how to write high-quality business plans. Must possess a valid driver's license (and if use of personal vehicle on the job is required, must also have valid personal driver's insurance equivalent to Hawaii's No-Fault Drivers Insurance) and maintain throughout the duration of employment.
Post Offer / Employment Condition : Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
