What are the responsibilities and job description for the Program Analyst position at Resource Management Concepts, Inc.?
RMC is hiring a Program Analyst in Indian Head, MD. The selected applicant will be responsible for providing direct project support to Command Leadership within the NSWC IHD Enterprise. Duties may include:
- Authoring, updating and managing required program and project management documents, plans and policies in support of command efforts
- Development, tracking and updating program of actions and milestones (POA&M)
- Attending meetings, preparing briefs, presentations, and updating and managing various tracking spreadsheets
- Preparing various package files to be submitted to contracts department for action (request for funding obligation/de-obligation, option exercise, etc.)
- Tracking and documenting all contract awards/actions to provide a complete overview of contract status (funding obligated, funding de-obligated, option exercises, ceiling remaining, etc.)
- Entering IBPES actions and track through completion
- Maintaining COR files to include: all modifications with package files, correspondences, all electronic files pertinent to the contract
- Reviewing all submitted vouchers/invoices for accuracy & work with contractors/vendors if a discrepancy if found
- Keeping CORs apprised of pending/upcoming actions (such as option exercise) that require their attention
- Tracking all hours (by labor category) expended during billing periods for each contract/task order (running totals)
- Tracking expenditures (by ACRN) during billing periods for each contract/task order (running totals)
- Comparing billed versus paid in SDW
- Working very closely with each COR to determine need
- Assisting in compiling data for COR monthly reports
Candidate must possess an Associate’s degree with two (2) years of relevant experience or a High School diploma with four (4) years of relevant experience in a related discipline.
This position will require the candidate to have knowledge of principles and practices of office management; Strong written and verbal communication skills; Must provide customer service both internally and externally; Excellent proficiency on computer workstations to specifically include working knowledge of Microsoft applications (Outlook, Word, Excel, Project and PowerPoint) – Microsoft Project experience is highly desired.
Security Clearance: An active DoD Secret clearance is required to start. Applicants selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $70,000 to $85,000 (annually).
