This position is a Hybrid work position.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree, including eighteen semester (twenty-seven quarter) hours in accounting or auditing; qualifying full-time professional experience in accounting or auditing may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

OR

Six semester (nine quarter) hours of college coursework in accounting and three years of experience as an Accounting Technician or Revenue Audit Technician with the Tennessee Department of Revenue; additional college coursework in accounting may be substituted for the required experience at the rate of six semester (nine quarter) hours for one year of experience with a maximum substitution of twelve semester (eighteen quarter) hours for two years of experience.

Necessary Special Qualifications: Applicants for this class may be required to possess and maintain a valid motor vehicle operator¿s license and personal vehicle insurance.

Examination Method: Education and Experience, 100%, for Preferred Service positions.


Overview

Under immediate supervision, this role is responsible for learning to perform professional auditing work of routine difficulty; and performs related work as required. This entry level class of the Communication Auditor series learns tax law, procedures and return compliance to perform professional tax auditing work through communication with taxpayers. This class differs from a Communications Auditor Int* in that an incumbent in the Communications Auditor Int* title functions at the intermediate level under general supervision.

*An applicant appointed to this flexibly staffed class will be eligible for a salary increase and reclassified to the Communications Auditor Int* class after successful completion of a mandatory one-year training period; an applicant appointed to this flexibly staffed class will be eligible for a salary increase and flex to the Communications Auditor Adv* class after successful completion of an additional mandatory one-year training period. Inadequate or marginal performance during the training period will result in automatic demotion or termination.

Responsibilities

  • Learns to collect detailed tax information and advises tax preparers on technical matters in accordance with laws, rules, and regulations as well as the Department of Revenue policy and procedures.
  • Learns to assist tax professionals with tax law guidance, return compliance, and financial adjustment through phone calls, help desk tickets, and work item request.
  • Learns to verify completeness of records and reconcile discrepant figures from taxpayer accounts as well compute tax liability, plus any interest, penalties, or adjustments due from the taxpayer.
  • Learns to describe next steps following a tax return audit including reasons for audit and recommended tax adjustments.
  • Learns to document audit findings by preparing reports of taxpayer information, adjusting the tax return, citing the position of the Department of Revenue and notating objection from the taxpayer.
  • Learns to articulate tax adjustment and discrepancies with the taxpayer upon auditing the tax return.
  • Learns to answer inquiries from legal staff or attorney general and provide documentation to legal staff to support tax assessment. May provide testimony as a fact or expert witness in a court of law or at a deposition.
  • Learns to select or recommend taxpayers for potential audit through the use federal and state tax laws, state tax registrations and filings, audit history, and collection history.
  • Pursues knowledge in new tax areas and keeps informed of tax legislation and court decisions and takes initiative to learn and develop skills using tools and resources provided by the Department.
  • Learns other divisions responsibilities to complete changes to the accounts to resolve a collection or audit.
  • Learns to use the most current software, computer applications, templates, and other tools to complete administrative functions as well as audit processes.

Competencies (KSA's)

  • Ability to learn, navigate and successfully apply technical auditing skills, Tennessee state tax laws, rules, regulations, and departmental procedures.
  • Knowledgeable in General Accepted Accounting Principles (GAAP) and other financial practices related to federal and state laws as well as corporate formations and business formations.
  • Skilled in problem solving and making reasonable decisions by analyzing information gathered from Department policies and directives. Ability to handle risks and uncertainty when solving problems.
  • Ability to prove integrity and trust by demonstrating reliability and being accountable for all results.
  • Ability to express information both orally and in writing to both internal and external team members while demonstrating a positive, cooperative attitude.
  • Skilled in prioritizing work to meet deadlines specified by leadership as well as multitask to maximize to maximize workflow.
  • Skilled in using most current software, computer application, templates, and other tools. Ability to operate general office equipment including but not limited to laptop, fax machine, and printer.
