Job Title: Program Manager

Job Description:
We are seeking a highly skilled and experienced Program Manager to oversee and supervise staff assigned to a contract supporting the Project Manager Soldier Medical Devices (PM SMD), Force Integration Division (FID). The Program Manager will ensure tasks are performed efficiently, accurately, on time, and in compliance with requirements. The Program Manager will also contribute to the efficient and effective operation of assigned programs, development and management of operational plans, and analysis of program/project progress.
Responsibilities:
- Oversee and supervise staff assigned to the contract.
- Ensure tasks are performed efficiently, accurately, on time, and in compliance with requirements.
- Coordinate with the COR to ensure tasks are managed consistently with overall contract requirements.
- Ensure timely and accurate submission of invoices.
- Contribute to the efficient and effective operation of assigned programs.
- Contribute to the development and management of an operational plan.
- Analyze program/project progress, identify and resolve issues, and account for resources.
- Provide planning, conducting life-cycle management reviews, impact assessments, and administrative and management planning support.
- Successfully integrate and coordinate all activity needed to execute the requirement.
- Manage the timeliness, completeness, and quality of problem identification.
- Provide corrective action plans, proposal submittals, immediate identification of issues, and effective management of subcontractors.
- Seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
- Provide integration of information management business practices and rules into the operational architecture.
- Support the fielding of new medical materiel and medical sets for commercial and non-developmental items.
- Assist centrally managed medical logistics programs and Army Supply Class VIII (SC VIII) cataloging and coordinating set building.
- Assist with maintenance planning and operations, Sustainable Readiness Model (SRM) integration and synchronization, and subsequent Force Management structures and programs.
- Assist with Government Information (Requirements) Managers by providing automated information system testing.
- Participate in PM SMD administrative meetings and disseminate associated information and guidance to required stakeholders.
- Communicate effectively with personnel at various echelons and manage numerous efforts.
- Prioritize and multi-task requirements that have a direct impact on operations.
- Enhance the understanding of and develop alternative solutions to complex issues.
- Research and review existing standards and assist in developing new policies and procedures.
- Ensure timely submission of Monthly Progress Reports (MPR).
- Coordinate and conduct kick-off meetings and program reviews.
- Develop and deliver Incoming and Outgoing Transition Plans.
- Develop a Program Management Plan and Quality Control Plan.
- Prepare and submit a Continuity Of Operations Plan (COOP).
- Provide a monthly summary of fielding activities.
- Manage operations during emergency situations.
- Oversee contractor personnel performance and replacement.
Qualifications:
- Proven experience in program management, preferably within a government contracting environment.
- Strong leadership and supervisory skills.
- Excellent communication, interpersonal, and problem-solving skills.
- Ability to manage multiple tasks and prioritize effectively.
- Experience in developing and managing operational plans and project management documentation.
- Knowledge of government contracting regulations and procedures, including FAR Part 9.5 and organizational conflict of interest (OCI) mitigation.
- Experience with medical materiel fielding and medical logistics programs is a plus.
- Proficiency in automated information systems such as TEWLS, LOGICOL, AESIP, GCSS-A, LMI-DST, and M3PT.
- MUST HAVE the necessary security clearances.

Job Types: Full-time, Contract
Pay: $140,575.00 - $144,744.00 per year
