GENERAL DESCRIPTION OF CLASS
The purpose of the class is to, under general supervision, appraise and classify residential, rural and small commercial properties within Richland County; to learn and perform the appraisal of larger, more complex commercial properties; to provide professional customer service at all times; to maintain accurate and up-to-date appraisal records, and to perform related work as required. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Conducts field investigations of residential, rural and small commercial properties within Richland County; noting topography of land, street improvements, utilities, accessibility to transportation, quality of materials, design, construction, physical condition of structures and site improvements.
Learns and performs appraisals of larger, more complex commercial properties.
Inspects, measures, calculates square footage, and classifies new and existing structures to determine market values.
Gathers property information through interviews with brokers, property owners and others, as well as through the inspection of property, noting topography and other factors such as possible flood areas, easements, power or gas lines, or any other factors affecting value.
Verifies sales of improved or unimproved property from deeds and other sources.
Calculates replacement costs, obsolescence, construction costs, resale value and other pertinent factors.
Conducts market research and analyzes real estate and development trends to help determine and to support appraisal values.
Determines land values for property.
Computes amount of tax to be levied using applicable tax tables, and prepares reports of determination for public record.
Reviews property appraisals with taxpayers.
Processes special assessment applications and makes appropriate adjustments to property value determinations or assessments.
Prepares cases and defends appraisals before boards of review and the Administrative Law Judge as necessary.
Periodically reviews and analyzes computer-generated sales ratio studies and other reports to ensure fair and equitable valuations and assessments.
Provides a variety of information to the public regarding property appraisal procedures, policies and methods.
Works with emergency personnel during times of natural disaster to determine the value of property loss.
Completes special projects as assigned.
Maintains a variety of logs and records related to work assignments and inspection activities; prepares special and periodic reports as required by the department, County and other agencies.
Performs work in accordance with safety policies and procedures.
Performs general administrative / clerical work as required, including but not limited to preparing correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.
Attends meetings, training courses, seminars, etc., as necessary to maintain state licensing requirements and to enhance job knowledge and skills.

Requires gathering, organizing, analyzing, examining or evaluating data or information and may prescribe action based on such data or information.
PEOPLE INVOLVEMENT:
Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.
INVOLVEMENT WITH TECHOLOGY:
Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, calculators, telephones or similar equipment; may service office machines, including adding paper and changing toner.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing skilled work involving rules/systems with almost constant problem-solving.
MATHEMATICAL REQUIREMENTS:
Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor's degree or education and training equivalent to four years of college education in real estate, business administration, finance or closely related field.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess S.C. Certified Residential Appraisal License; must be able to obtain Certified General Appraisal License within 30 months of hire date; must successfully complete required real estate appraisal courses and have current Standards of Professional Practices certification; must complete annual certification requirements of the S.C. Department of Labor, Licensing and Regulation.
Must possess a valid state driver’s license.
EXPERIENCE REQUIREMENTS:
Requires over six years and up to and including eight years.
PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires light work that involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
ENVIRONMENTAL HAZARDS:
The job risks exposure to extreme heat and/or cold, dusts and pollen, animals / wildlife, traffic hazards, construction site hazards.
SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking ability, and color perception.
JUDGMENTS AND DECISIONS:
Responsible for guiding others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
