The purpose of the class is to coordinate and manage the work of employees engaged in the custodial maintenance of County buildings, and to perform related administrative, supervisory, and custodial work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. Position reports to Assistant Director.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Coordinates and manages the work of all employees assigned to the custodial maintenance of County buildings.
Inspects facilities to identify deficiencies and opportunities for improvement; plans and implements departmental projects related to custodial maintenance of buildings.
Requisitions and manages custodial materials and equipment for multiple facilities; repairs or coordinates the repair of assigned equipment as needed.
Manages subordinate staff. Supervisory duties include instructing, assigning, scheduling, reviewing and planning work both in person and through the department’s CMMS (Computerized Maintenance Management System) of others; maintaining standards; coordinating activities; assisting with the selection of new employees; acting on employee problems; recommending performance improvement plans and disciplinary action, and recommending discharge and promotions as appropriate.
Provides oversight and quality control for contractors performing custodial maintenance on County buildings to ensure adherence to established operational and cleanliness standards and contractual terms. Serves as the primary point of contact for all external custodial contractors working on Richland County Operational Services’ maintained buildings.
Inspects work in progress and completed for quality and accuracy; ensures compliance with County and department policies, procedures, and standards of quality and safety; evaluates and makes recommendations as appropriate.
Provides staff training in skill development and the proper and safe use of all equipment.
Assists with budget development for the division; monitors expenditures and prepares related reports; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
Coordinates assigned activities with those of other County divisions, departments and outside agencies as appropriate.
Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility.
Assists with the development of requests for proposals and requests for bids.
Responds to all after-hours requests for service.
Performs general administrative work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, etc.
Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.

Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope.
PEOPLE INVOLVEMENT:
Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency.
INVOLVEMENT WITH THINGS:
Requires leading, operating or repairing complex machinery or equipment that requires extended training and experience, such as custodial equipment, etc.; may involve installation and testing. Involves operations of limited scope.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing supervisory work involving policy and guidelines, solving both people- and work-related problems.
MATHEMATICAL REQUIREMENTS:
Requires using basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Associates Degree in a related field. May substitute degree with vocational training, apprenticeship, and/or certifications.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license.
CPR / First Aid certification is desirable.
EXPERIENCE REQUIREMENTS:
Requires a minimum of five years of experience in managing personnel and contracts, with a strong preference for experience in Custodial services. Ideal candidates will have demonstrated expertise in overseeing staff, managing contracts, and ensuring operational efficiency within a custodial or similar environment.

PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires medium work that involves walking, standing, stooping, stretching or lifting some of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
ENVIRONMENTAL HAZARDS:
The job may risk exposure to bright/dim light, dusts and pollen, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals.
SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth perception, color perception.

Responsible for actions of others, requiring almost constant decisions affecting co-workers, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
