The purpose of the class is to plan, coordinate and supervise the work of residential or commercial appraisers as assigned to ensure the efficient and accurate appraisal of all properties for the purpose of tax assessment; to provide professional and courteous customer service at all times; to perform appraisal work as necessary, and to perform related work as assigned. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Plans, coordinates and supervises the work of residential or commercial appraisal staff as assigned, ensuring compliance with all applicable policies, procedures, laws and regulations.
Supervises subordinate staff; supervisory duties include scheduling, instructing, planning work, assigning and reviewing work, maintaining standards, coordinating activities, allocating personnel, selecting new employees, acting on employee problems, and recommending and implementing employee discipline as necessary.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Performs or assists subordinates with assigned duties; investigates and corrects technical errors.
Personally performs complex appraisal work, including properties in which the appraisal involves unique or difficult problems.
Conducts field investigations of properties within Richland County; inspects, measures and classifies new and existing structures to determine values.
Identifies, plots and measures property improvements to determine effect on value; reviews photographs and real estate documents for changes and locations of property improvements; prepares drawings of improvements for documentation.
Calculates replacement costs, obsolescence, construction costs, resale value, multi-lot discounts and other pertinent factors.
Computes amount of tax to be levied using applicable tax tables, and prepares reports of determination for public record.
Researches deeds, plats, wills and other legal documents to obtain property information; interviews taxpayers, fee appraisers, real estate brokers, agents and property managers to obtain information regarding real estate market influences, appraisals, sales and leasing practices.
Gathers and analyzes sales, cost and income information to support appraisal values and for preparing appraisal manuals.
Prepares cases and defends appraisals before court and/or local and state assessment appeals boards.
Appraises special assessment properties such as those classified as agricultural use, legal residence, homeowner association and multiple-lot discounts.
Assists in planning and completing reassessments every five years.
Inspects building permits.
Gathers information for the appeals process; provides testimony before the County Board of Appeals, Administrative Law Judge and state and federal courts as necessary.
Supervises and participates in the maintenance of accurate and up-to-date appraisal records.
Provides a variety of information to the public regarding property appraisal procedures, policies and methods; monitors and evaluates customer service.
Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding areas of responsibility.
Compiles data for and prepares various reports as required by the department, County and/or other agencies.
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, etc.
Attends training courses, workshops, meetings, etc., to maintain state licensing requirements and to enhance job knowledge and skills.
Provides interim coverage when positions are vacant.

Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope.
PEOPLE INVOLVEMENT:
Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency.
Must be able to communicate effectively with a wide variety of people.
INVOLVEMENT WITH TECHNOLOGY:
Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, calculators, telephones or similar equipment; may service office machines, including adding paper and changing toner.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing supervisory work involving policy and guidelines, solving both people- and work-related problems. Analysis of complex valuations.
MATHEMATICAL REQUIREMENTS:
Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes. Develops and utilizes valuation models.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires Bachelor's degree or education and training equivalent to four years of college education in real estate, business administration, finance or closely related field. Also requires special classes and training, advanced for required license.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess S.C. Certified General Appraisal License; must successfully complete required real estate appraisal courses and have current Standards of Professional Practices certification; must complete annual certification requirements of the S.C. Department of Labor, Licensing and Regulation, Mass Appraisal.
Must possess a valid state driver’s license.
EXPERIENCE REQUIREMENTS:
Requires over ten years.

PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. Involves some climbing and some ladders. Have the ability to make sketch records.
ENVIRONMENTAL HAZARDS:
The job risks exposure to extreme heat and/or cold, dusts and pollen, animals / wildlife, traffic hazards, construction site hazards.
SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking ability, and color perception.
JUDGMENTS AND DECISIONS:
Responsible for actions of others, requiring almost constant decisions affecting co-workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.

Compensation Range: $56,697.75 - $90,639.87
