What are the responsibilities and job description for the Director of Payroll and Accounts Payable position at Richland One School District?
ESSENTIAL JOB FUNCTIONS:
- Assists with the supervision of operation of Accounts Payable and Payroll, and Federal and State reporting, assigns workloads and establishes work schedules, and directs and supervises duties of assigned professional and clerical staff. Managerial duties include but not limited to assigning, reviewing and planning work of other; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending and approving employee transfers, promotions, discipline and discharge.
- Possess experience processing a large payroll, preferably 4000 employees.
- Supervises the work of subordinates to maintain a system of control to ensure that expenditures do not exceed budgetary appropriations, to pay employees bi-weekly accurately and timely, and to pay vendors in accordance with terms of their contracts and timely.
- Possess experience working with advance Microsoft functions, ERP systems, importing and exporting files, etc.
- Advises department heads and other District officials on payroll and accounting financial matters.
- Prepares budget for the disbursements; assists with District budget estimates and budget preparation.
- Works with Information Technology Department personnel regarding changes to existing computer programs or the implementation of new programs to increase efficiency and accuracy of data and record keeping.
- Develops accounts payable and payroll production schedules.
- Supervise and reviews state, federal, and local payroll quarterly and annual reporting (i.e. 941s, S. C. Employment Commission quarterly reporting, W-2s, 1099s, etc.)
- Ensures the proper preparation of reports and documents requested by the Superintendent, Executive Team, Board of School Commissioners, and Administration.
- Reviews and monitors internal controls over the Accounts Payable and Payroll functions to ensure there are checks and balances in place.
- Keeps abreast on current IRS, State, and local regulations and laws as it relates to Accounts Payable and Payroll.
- Develops and monitors district wide accounting and payroll policies and procedures.
- Responds to customer problems and concerns, and maintains open communication with principals, administrators, parents and other District personnel.
- Provides district-wide training on district technology and procedures
- Performs other related duties as assigned.
- Supervises directly two supervisors and one Senior Accountant
- Reports to the CFO
