JOB DESCRIPTION

JOB TITLE: Employment Services Specialist

FLSA Status: Non-Exempt

Pay Grade: Support Grade 13

Days of Work: 245

GENERAL STATEMENT OF JOB

Under general supervision, assists with referrals and approvals of the district’s new hires, athletic coaches, volunteers, after-school program vendors, etc. Processes new hire onboarding, including offering guidance regarding completing and submitting documents required to complete the certified and classified employment recommendation process. Assists with scheduling new hire orientations; guides district-wide staff training programs. Reports to the Employment Services Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides superior customer service regarding the Human Resources processes for all district employees, both internal and external.

Communicates with the Employment Services Manager to ensure all new positions are appropriately created by providing the Employment Services Manager with all necessary documentation required for job postings. Assist with confirming that approved positions have been budgeted as determined by full-time equivalent (FTE) audit data.

Assists in reviewing application materials and contacts applicants by email or phone to assist them in completing various application components.

Assists in the approval of new hires, athletic coaches, designated volunteers, after-school program vendors, etc., depending on the assigned area of responsibility.

Assists with the completion of background checks to ensure that they have been thoroughly and appropriately processed, including all required criminal and reference checks.

Conducts self-audits of assigned recommendation forms to ensure all recommendation forms are processed accurately and in a timely manner.

Conducts annual audits of SC State Department records to verify current certification information for newly hired certified employees to ensure accurate pay based on the validity dates of the employee’s class and years of experience.

Thoroughly and accurately explains staffing policies and procedures and ensures that candidates are selected in compliance with all applicable state and federal laws and regulations.

Provides information to interested applicants and principals or hiring supervisors regarding application materials and current job vacancies as required.

Ensures accurate processing of all new hire paperwork and schedules new hire orientation sessions.

Completes assigned onboarding tasks for new hires. Completes assigned tasks for employees who are exiting the district, including acknowledging the employee’s separation and issuing the appropriate separation letter.

Assists in coordinating and staffing job fairs and other events sponsored by the Human Resources department and other departments as needed.

Communicates effectively with employees regarding the district’s mandatory training program requirements and facilitates clear communication with employees and other staff regarding training material/modules. This may include referrals for assistance with troubleshooting, requests to access training material/modules, and verification of completion of required training.

Assists in maintaining various reports, spreadsheets and/or databases using various automated software applications. Prepares, reviews, processes and/or maintains various records and reports, including the district’s board report noting recommendations for new hires, transfers, separations, retirements, resignations, etc.

Sorts, scans, and indexes employee and applicant documents. Provides clerical or administrative assistance to the Employment Services Manager and serves as a backup to employment services team members and other Human Resources department staff.

Responds to concerns and inquiries of a routine and non-routine nature or refers them to the appropriate persons and/or departments as needed.

Provides responsible administrative support in such areas as compiling and analyzing data and preparing related statistical reports; compiles and maintains various recordkeeping systems, including the maintenance of confidential information and records.

Ensures compliance with district, state, and federal employment policies, procedures, and guidelines.

Assists in monitoring recordkeeping for the Employment Services Division and makes recommendations for improving records maintenance as appropriate.

Performs record-keeping and clerical functions (e.g., typing, utilizing Excel, copying, faxing, data input, transmitting, telephoning, filing, taking messages, responding to written and verbal inquiries, etc. to support the department's needs).

Handles various special projects as assigned.

Attends work regularly. Completes assigned duties in a responsible and timely manner.

Operates general office equipment such as computers, printers, calculators, copiers, fax machines, etc., in the performance of duties.

Interacts and communicates with the immediate supervisor, co-workers, other District administrators and staff, school personnel, sales representatives, State Department of Education personnel, various outside organizations and professionals, and the general public.

Attends appropriate meetings, training, workshops, etc., to enhance job knowledge and skills.

Willingly performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Associate’s degree supplemented by at least one to two years of human resources experience or an equivalent combination of education, training, and experience that provides the required knowledge, experience, skills, and abilities. Training or experience in Human Resources is preferred. Must possess a valid state driver’s license.

JOB REQUIREMENTS

Knowledge:

Basic knowledge of employment law. Knowledge of staffing, benefits offerings, bookkeeping, and accounting practices. Experience with Richland Two Human Resources systems preferred. Excellent math and communication skills. Thorough knowledge of departmental policies, procedures, and operations. Knowledge of the principles of office management and of modern office procedures, systems, and equipment. Thorough understanding of spreadsheet analysis and database designs/operations.

Skills/Effort:

Ability to analyze varied functions, processes, and tasks for the preparation of varied and complex records and reports. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and initiate proper and acceptable direction for completion of work with minimal supervision and instruction. Ability to type clear copy at a minimum rate. Skilled in the use of general office equipment such as a computer, copier, calculator, facsimile machine, telephone, etc. Ability to make mathematical computations and tabulations with speed and accuracy. Excellent verbal and written communication, organization, time management, and telephone skills. Ability to work independently and maintain confidentiality of sensitive information.

Additional Physical, Cognitive, and Other Requirements:

Duties involve work in an office or school environment, including standing, walking, and sedentary duties. Must be able to talk, read, hear, and effectively perceive and exchange information in various oral, written, and/or printed formats. Must be able to record and exchange data and follow or deliver detailed verbal or written instructions. Duties require the ability to prepare various records and resorts by entering data in the correct form, including proper spelling, punctuation, and grammar. Must be able to compare and analyze information in numeric or symbolic form and appropriately process color, depth, and spatial relationships. Must have sufficient hand, eye, and foot coordination to use or operate standard office equipment, items, and supplies. Duties of the job require routine keyboard operations and the frequent use of a computer monitor and related equipment. Duties may involve pushing, pulling, and/or lifting items weighing up to 25 pounds and exerting up to 10 pounds of force on a recurring basis.

Working Conditions:

Conducts duties in an office environment with minimal exposure to environmental conditions. Requires the ability to operate standard office equipment and to work under a degree of stress related to duties that require accuracy and timely completion. Physical demands are generally restricted to office work requiring minimal lifting/moving of items weighing up to 25 pounds.

Responsibility:

No direct budgetary responsibility. No supervisory responsibility.
