Essential Functions
- Project level client management
- Manage and anticipate all staffing needs for projects managed
- Assist in the planning of recruitment, training and hiring of new field inspector Communicate with inspector to provide start time, field office location, and expectations for the project
- Participate in the tracking of project labor and expense funding for CM/CI
- New hire – go over Penn DOT/PTC paperwork, train new employees on RIG timesheet systems, and if necessary, basic field inspection overview for Penn DOT/PTC
- Partners with other Departments to anticipate future needs/issues and forms action plans for solutions
- Current inspector- review new project with them and have them reach out to Supervisor
- Assign qualified inspectors to the correct project
- ECMS tasks may include assisting in, but not be limited to
- Wage rate adjustments
- Assist with price or technical proposals
- Statement of interest submissions
- Assist with invoice reconciliation or issues
- Create new inspectors/employees in ECMS
- Review/preparation of inspector resume for client qualifications
- Review project location, duration, scope of work, etc. to match inspector qualifications
- Coordinate with Prime PM for nomination and placement
- Once nomination is complete, create MHL
- Assist with proposals as needed
- Assists in maintaining project lifecycle data within Deltek, ECMS, and other software used
- Manage the tracking of certification process
- Cross train on other management functions as required
- Leads the training and supervision of field inspectors
- Mentor, train and develop reporting employees
- Assist in maintaining regulatory compliance related to field inspectors, for instance, new regulations surrounding safety gear
- Occasional travel to project sites for inspector check-ins and to provide project support to inspectors on site Western PA
Qualifications
- Bachelor’s degree in Engineering, Project Management, Business Administration or related field or equivalent experience
- Extensive knowledge of highway construction inspection, to include field and office work for Penn DOT and Pennsylvania Turnpike Commission required
- Ability to work with DOT clients and consultant project managers
- Detail oriented and able to track timelines and budgets
- Exceptional time management and analytical skills
- Strong written and verbal communication skills
- Exceptional leadership, customer service and problem-solving skills
- Excellent organizational skills, including the ability to prioritize
- Ability to use specialized software for collaboration and time management, including spreadsheets
- Firm understanding of complex mathematical concepts
