Job Description
We are seeking a highly skilled Acquisition Analyst to lead the establishment and management of new contracts and task orders (TOs) for a program office within the Department of Veterans Affairs. This role requires expertise in federal acquisition processes, contract development, and procurement strategy execution. The ideal candidate will have experience developing comprehensive acquisition packages, coordinating with cross-functional teams, and ensuring compliance with regulatory requirements.
Key Responsibilities:
- Contract & Task Order Management
- Lead the establishment of new contracts/TOs, ensuring compliance with federal acquisition requirements.
- Convene and lead Integrated Project Teams (IPTs) to coordinate acquisition planning and execution.
- Facilitate technical evaluations and contract award processes.
- Acquisition Package Development
- Develop and maintain all required acquisition documents, including:
- Statement of Work (SOW) / Performance Work Statement (PWS)
- Acquisition Plan
- Market Research Reports
- Evaluation Plan & Criteria
- Independent Government Cost Estimate (IGCE)
- Information Security Checklist
- Business Associate Agreement
- Develop and maintain all required acquisition documents, including:
- Procurement Strategy & Compliance
- Oversee acquisition documentation and planning to ensure compliance with federal laws, regulations, and policies.
- Support Subject Matter Experts (COTRs and program offices) in developing requirements and evaluation criteria for acquisitions.
- Conduct Memorandum of Needs development and Acquisition Plan writing.
- Review acquisition packages before submission to the Acquisition Office.
- Contract Compliance & Evaluation
- Assess existing contracts for compliance with applicable laws, regulations, and policies.
- Provide clarification documents to the acquisition office as needed.
- Evaluate market research, trends, conditions, and technological advancements applicable to procurement strategies.
- Assist in developing source selection evaluation criteria.
- Acquisition Planning & Administration
- Work with technical experts and the contracting office to ensure project milestones align with contractual documents and project plans.
- Develop and maintain Independent Government Cost Estimates (IGCEs).
- Assist with acquisition planning, tracking, and administration for ongoing program office functions.
- Develop ordering guides and price catalogs to streamline procurement processes.
- Training & Knowledge Sharing
- Develop and execute end-user training on procurement laws, regulations, and policies.
- Train program staff on procurement best practices and compliance requirements.
- Provide guidance on acquisition planning and administration best practices.
Required Education, Skills, and Experience
- BA/BS degree is required.
- 6 years of relevant experience.
- Previous direct experience working with a federal government client.
Preferred Education, Skills, and Experience
- Master’s degree in a relevant field is preferred.
- FAC-C, DAWIA, or NCMA certification (or equivalent federal acquisition certification) is a plus.
- Experience in federal acquisition, procurement, or contract management.
- Experience leading contract and task order (TO) development, including acquisition package documentation.
- Prior experience working with federal agencies, particularly the VA or healthcare-related acquisitions, is preferred.
- Strong knowledge of federal acquisition regulations (FAR), DFARS, and other applicable policies.
- Experience conducting market research, cost estimation, and source selection evaluations.
- Expertise in acquisition planning, contract administration, and procurement strategy development.
- Proficiency in writing Statements of Work (SOWs), Performance Work Statements (PWSs), IGCEs, and Acquisition Plans.
- Ability to review contracts for compliance and ensure alignment with federal regulations.
- Strong analytical and problem-solving skills for evaluating procurement needs and market conditions.
- Excellent written and verbal communication skills, with the ability to develop reports, training materials, and acquisition documentation.
- Ability to train and mentor staff on procurement policies and best practices.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Teams) and familiarity with acquisition management systems.
- Strong organizational and project management skills, with the ability to handle multiple priorities and deadlines.

Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.
Health and Vision insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for Platinum plans health coverage through United Healthcare; this includes coverage for both medical and vision insurance.
Dental insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for a dental insurance plan through Delta Dental.
Disability insurance: Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it.
