Position Summary
RIVA is seeking a Senior Identity Management Engineer who will design, implement, and support enterprise-level Identity Access Management (IAM) and Identity Governance and Administration (IGA) solutions. This role supports the Information Technology Service Desk and Engineering Support Program at the U.S. Department of Health and Human Services (HHS).
The selected candidate will play a pivotal role in developing and implementing the HHS OIG IAM enterprise solution aligned with OIG’s North Star Cloud Architecture. The engineer will provide thought leadership, hands-on implementation, and technical direction to engineering teams, with responsibilities encompassing application onboarding, Identity Governance, user provisioning automation, Multi-Factor Authentication (MFA) integration, and IAM incident management.

Responsibilities
- Architect and implement comprehensive IAM and IGA solutions.
- Design and integrate solutions to complex IAM-related challenges and perform systems administration tasks.
- Provide technical leadership, establish goals, and contribute to strategic plans and schedules.
- Engage directly with clients, articulating technical approaches, creating detailed plans, and delivering presentations to senior leadership.
- Collaborate closely with project managers and stakeholders, providing expert technical oversight for engineering and operational projects.
- U.S. Citizenship with eligibility to obtain a Public Trust clearance.
- 12 years of relevant experience with a Bachelor’s degree, or 8 years with a Master’s degree.
- Proven expertise designing, developing, and maintaining IAM and IGA solutions.
- Extensive experience in:
- IAM configuration, integration, and automation
- Security documentation and Risk Management
- Attribute source integration and data correlation
- IAM lifecycle management and automation
- Workflow development and approval processes
- Integrating EntraID (formerly Azure Active Directory) with IAM/IGA solutions
- Privileged Access Management (PAM), especially CyberArk Privileged Management and key vaults
- Developing Standard Operating Procedures (SOPs) and monitoring/support procedures
- Creating and recommending solutions using industry-leading IAM tools
- Demonstrated ability to thrive in dynamic, complex environments.
- Strong knowledge of cloud infrastructure.
- Excellent problem-solving and communication skills; collaborative team player.
- Master's degree in Information Technology or related field.
- 5 years’ experience as an IT Infrastructure Architect focused on cloud solutions.
- Relevant industry certifications (e.g., CISSP, CIAM, CISM).
- Deep understanding of cloud and infrastructure architecture, particularly in areas such as Google Cloud Platform (GCP), VMware, and API management.
- Experience with enterprise-scale cloud security platforms and tooling.

Salary : $140,000 - $160,000
