Housing Project Specialist
STATUS: Full-time
FLSA: Non-Exempt
REPORTS TO: Housing Administrator
SUPERVISES: Part-time Supervision of Volunteers & Trainees
WORKING HOURS:
This is an hourly position. The incumbent is expected to work normal business hours but must be flexible and available to occasionally work early mornings, evenings, or weekends.
SUMMARY:
The Housing Project Specialist performs various duties to support the successful completion of grant-funded projects and programs. The incumbent may provide training and maintain a caseload of program participants. The Housing Project Specialist performs various duties associated with first-time homebuyer programs, rental assistance projects, and other programs or projects of the Housing Department. The Housing Project Specialist is a resourceful, contributing member of the housing development team.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Works with the Housing Administrator and Housing Director to ensure grant deliverables are met.
2. Coordinates activities for homeownership initiatives and housing assistance programs provided to benefit tribal members.
3. Assists tribal members in accessing affordable housing opportunities and housing resources.
4. Performs periodic inspections and reports on the conditions of tribally owned residential properties.
5. Facilitates access to additional supportive services in the community when needed.
6. Prepares progress reports for housing management to meet the requirements of private, State, and federally funded programs.
7. Handles walk-ins, phone calls, and email inquiries about various housing issues. Performs necessary follow-up services and works to ensure the clients' questions are answered.
8. Helps prospective homebuyers and tenants meet their goals by coordinating educational forums, providing counseling, and linking them to community partners.
9. Facilitates home repair projects by managing waiting lists, determining eligibility, and preparing applicants for project participation.
10. Coordinates new construction and home repair projects for home-buying and home-owning clients.
11. Attends tribal and committee meetings to build relationships and to present information about housing programs of the Dry Creek Rancheria Band of Pomo Indians.
12. Networks with public and tribal housing development entities to support the homeownership needs of tribal members.
13. Assists with developing and managing volunteer projects to leverage existing resources as time and availability permits.
14. Supports efforts to help low-income families secure affordable housing resources.
15. Manages special projects and other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
May provide short-term supervision of volunteers and trainees involved with various DCR housing projects.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skill, and ability required.
1. Five (5) years related housing or realty experience preferred.
2. Proficiency and knowledge in Microsoft applications, e.g., Word, Excel, Outlook, Access, and PowerPoint.
3. Basic understanding of personal finance issues, and a desire to obtain, if not already held, certification as a provider of homeownership education and counseling with the Building Native Communities and Pathways Home curricula.
4. Experience working with tribal housing and community development projects.
EDUCATION:
1. High School Diploma or equivalent GED required.
2. An Associate degree in Business or a related field is preferred.
3. Four years of work experience in a position that required housing management duties to receive benefits may be substituted for an associate's degree.
LANGUAGE SKILLS:
1. Must be able to read, write, speak, and understand English.
2. Excellent oral and written communication skills are important to the successful conduct of this position.
3. Ability to write accurate, grammatically correct, polished reports and business correspondence.
4. Must be able to speak with the public in a professional manner.

LICENSES, CERTIFICATES, REGISTRATIONS:
1. Must possess a valid California Driver's License with a clean driving record and be insurable under the tribe's insurance policy.
PHYSICAL DEMANDS:
1. Must be able to sit and/or stand for extended periods of time.
2. Must be able to lift and carry up to twenty-five (25) pounds.
3. Must be able to respond to visual and aural cues.
