ABOUT THE POSITION

The Riverside County Information Technology has an exciting opportunity for an IT Manager III.

The IT Manager III will report directly to the Assistant Chief Information Officer (CIO) for the Technology Services Bureau (TSB), a division comprising over 150 dedicated staff members. This role will be responsible for the leadership and strategic development of several key teams that provide essential technological support across Riverside County. The teams include the Microsoft 365, Identity, Infrastructure, Departmental Support, and Client Management. The IT Manager III's oversight will be determined based on the department's evolving needs and the incumbent's unique expertise and strengths. Initially, the IT Manager III will supervise 2 to 3 Supervising Systems Administrators and their respective teams. Over time, this scope of responsibility may adjust to align with the changing requirements of the department.

The ideal candidate for this position will possess exceptional leadership capabilities, a forward-thinking mindset, and the ability to collaborate seamlessly with fellow IT Managers to drive the implementation of enterprise strategies and tackle large-scale challenges. A proven track record of leading enterprise technology teams, along with relevant education and training, forms the cornerstone of the qualifications sought for this role.

The most competitive candidates will have extensive experience providing technological oversight at the enterprise level across a variety of platforms, including the M365 Suite, ProofPoint, VMware environments (such as VCF, VCDR, and VMC on AWS), and leading cloud environments like AWS, Azure, Wasabi, and OCI. Familiarity with GenAI platforms and PeopleSoft is also highly desirable. A strong understanding of security frameworks and the importance of compliance, particularly for Azure Cloud services, is preferred. Additionally, expertise in security best practices for Microsoft Azure Security and Office Data Protection is highly preferred.

The ITM III class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Riverside County Information Technology department provides information technology services to County departments and agencies and is entrusted with managing and safeguarding the County's enterprise and mission-critical solutions and infrastructure. EXAMPLES OF ESSENTIAL DUTIES

  • Assign work and monitor performance; take action in the full range of formal personnel activities including mentoring, counseling, and administering performance evaluations. Continuously work towards improving the performance of the team.
  • Oversee, provide consultation and lead in the development of technology solutions to achieve business goals in a variety of operational areas.

  • Negotiate, prepare, review, and enforce contracts and service level agreements.
  • Provide technical direction for the development, design, and systems integration for Enterprise and Departmental Systems.
  • Develop strategic plans and implement operational plans for oversight of IT Administration and information technology infrastructure to support the County and department's business goals.
  • Organize and direct relevant activities in support of smooth operations; analyze and prepare a variety of complex reports and correspondences.
  • Develop and implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities including hiring, training, and evaluating performance of staff.
  • Oversee and provide consultation in the development of operations and technology solutions to achieve business goals in a variety of areas.
  • Serve as a liaison; create and foster partnerships with others to deliver and improve services as well as participate in forums of common interest to IT professionals.
  • Establish policies and procedures as well as establish acceptable practices.
  • Manage a portfolio of projects to be accomplished in the short- and long-term.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited college or university with a bachelor's degree, preferably with major course work in computer science, information systems, electronics engineering, voice / data communications, public / business administration, or a related field to the assignment. (Additional qualifying experience in systems analysis, applications programming, user technical support, network administration, or telecommunications may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience : Four or more years of supervisory or administrative experience with responsibility for planning, organizing, and implementing budgets, programs, and projects. This must have included at least one year of experience supervising staff in any one of the following functions : budgets, systems analysis, applications programming, user technical support, network administration, or telecommunications functions. (A master's degree from an accredited college or university in computer science, information systems, public / business administration may be substituted for one year of non-supervisory experience.)

Other Requirements :

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

License : Possession of a valid California Driver's License may be required.

    MISCELLANEOUS RETIREMENT : County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60) : Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08 / 24 / 2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60) : Applicable to local miscellaneous employees 1) hired after 08 / 23 / 2012 through 12 / 31 / 2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62) : Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
  • A new member is defined as any of the following :

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    DEFERRED COMPENSATION : Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    HOLIDAYS : Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE : 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE : $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD) : Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION : A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
