Job Description:
Phlebotomist (PHLEB) Licensing and Qualification RequirementsLicensing Requirements:
- Licensing: Each Temporary/Relief Phlebotomist (PHLEB) must hold and maintain a current, valid license issued by the California Department of Public Health (CDPH) Board, Laboratory Field Services (LFS), as required to perform services in the State of California.
- Certification Submission: The vendor must provide copies of required certifications for each Temporary/Relief PHLEB to the Management Solution for upload and maintenance in a web-based system throughout the term of the Agreement.
- License Expiration: If required licenses, permits, and certifications are due to expire, the vendor must provide current or renewed documentation to the Management Solution at least 30 calendar days prior to the expiration. Failure to do so may result in withholding of payments or termination of the PHLEB.
- Compliance Verification: The vendor must verify that there are no current or unresolved adverse actions against any Temporary/Relief PHLEB by the State licensing authorities and that all licenses are active and free from misconduct.
- Respiratory Protection Compliance: Temporary/Relief PHLEBs must comply with 8 CCR 5199 standards for N95 and PAPR medical clearance, and complete annual respiratory protection training.
Qualification Requirements:
- Experience: At least six (6) continuous months of experience within the last three (3) years performing phlebotomy services in a public or private institution. Internship experience does not count.
- Language Proficiency: Temporary/Relief PHLEBs must be proficient in the English language and able to communicate effectively, both orally and in writing.
Service Delivery Requirements
Under the direction of the Institution CEO/CME or designee, the Temporary/Relief PHLEB shall perform services as permitted within the scope of practice for phlebotomy in accordance with institutional policies and procedures. Duties include, but are not limited to:
Duties/Responsibilities:
- Venipuncture & Finger Sticks: Perform venipuncture and finger sticks using standard equipment (vacutainer tubes, syringes, butterfly needles).
- Patient Communication: Explain the procedure to patients/youth to ensure understanding.
- Specimen Collection & Distribution: Collect and distribute specimens for laboratory testing per requirements.
- Sample Preparation: Centrifuge, label, and store blood samples for analysis by CCHCS Clinical Laboratory staff or external laboratory services.
- Inventory Management: Maintain inventory of supplies, stock items, and prepare trays.
- Positive Identification: Follow institutional or standard phlebotomy practices for positive patient/youth identification.
- Assisting in Difficult Cases: Assist nurses, medical providers, and laboratory personnel in obtaining blood from "hard-to-draw" patients.
- Record-Keeping: Maintain appropriate records of specimens drawn.
- Clinical Specimen Processing: Process non-blood clinical specimens and manage test orders in the electronic system.
- Safety & Cleanliness: Maintain a clean, safe, and organized work environment and handle biohazardous specimens properly.
- Stress Management: Work under stress or unusual conditions where speed and attention to detail are critical.
Knowledge Requirements
Temporary/Relief PHLEBs must have knowledge in the following areas:
- Clinical Laboratory Operations: Understanding the pre-analytical testing phase and the principles of venipuncture.
- Medical Terminology: Basic understanding of medical terms related to phlebotomy.
- Patient Privacy: Knowledge of patient confidentiality and privacy standards.
- Phlebotomy Techniques: Proficiency in proper venipuncture techniques, including the use of color-coded tubes.
- Sample Handling & Processing: Correct processing and safe handling of blood and other clinical specimens.
- Infection Prevention: Understanding the transmission of infection and prevention methods.
- Blood Constituents: Knowledge of the major constituents of whole blood, serum, and plasma.
- Blood Clotting & Bleeding: Basic understanding of normal blood clotting and signs of excessive post-phlebotomy bleeding.
- Physical Symptoms: Recognizing signs of physical problems during blood collection.
- Cross-Contamination Prevention: Knowledge of protocols to prevent sample cross-contamination.
