Position Overview:
The MNsure Navigator Program Manager is responsible for overseeing and managing the MNsure Navigator program, ensuring high-quality service delivery, compliance with state regulations, and effective outreach to the community. This role includes supervising a team of MNsure Navigators, coordinating partnerships, managing reporting requirements, and developing strategies to improve health insurance enrollment for underserved populations.
Key Responsibilities:
Program Management & Compliance:
- Oversee the MNsure Navigator program to ensure compliance with MNsure guidelines, state regulations, and organizational policies.
- Ensure all MNsure Navigators maintain certification, training, and continuing education requirements.
- Monitor program performance metrics and develop strategies to improve enrollment rates and customer satisfaction.
- Develop, implement, and update policies and procedures for Navigator services.
- Prepare and submit required reports to MNsure and funding agencies.
Team Supervision & Training:
- Recruit, train, and supervise a team of MNsure Navigators, providing guidance and professional development opportunities.
- Conduct regular team meetings, performance evaluations, and case reviews to ensure high-quality service delivery.
- Serve as the primary resource for complex cases, troubleshooting application issues and resolving barriers to enrollment.
Community Outreach & Partnerships:
- Develop and manage partnerships with community organizations, healthcare providers, and government agencies to expand program reach.
- Coordinate and lead outreach events, enrollment fairs, and informational sessions to promote MNsure and increase awareness of available health coverage options.
- Represent the organization at stakeholder meetings, conferences, and public forums related to healthcare access and insurance enrollment.
Client Services & Support:
- Ensure that clients receive accurate, culturally competent, and trauma-informed assistance in applying for Medical Assistance (MA), MinnesotaCare, and Qualified Health Plans (QHPs) through MNsure.
- Implement quality assurance measures to maintain high standards of service and ensure timely resolution of application issues.
- Stay updated on policy changes, program updates, and eligibility requirements to provide expert guidance to both staff and clients.
Qualifications & Requirements:
- Bachelor’s degree in Public Health, Social Work, Business Administration, or a related field (Master’s degree preferred).
- 3-5 years of experience in healthcare access programs, health insurance enrollment, or social services.
- 2 years of supervisory experience managing teams, preferably in a non-profit or community-based setting.
- Certification as a MNsure Navigator (or ability to obtain certification within 60 days of hire).
- Strong knowledge of Medical Assistance (MA), MinnesotaCare, and health insurance policies.
- Experience in program management, grant compliance, and performance monitoring.
- Excellent leadership, organizational, and communication skills.
- Ability to work effectively with diverse populations, including individuals with disabilities, limited English proficiency, and those experiencing homelessness.
- Proficiency in Microsoft Office Suite, data management systems, and online application platforms.
- Ability to work some evenings and weekends for outreach events.
Preferred Qualifications:
- Experience working with MNsure, Medicaid, or other public health insurance programs.
- Bilingual in Spanish, Somali, Hmong, or another language commonly spoken in Minnesota.
- Familiarity with Minnesota Department of Human Services (DHS) policies and community health resources.
