The Robert C. Byrd Clinic, on the campus of the West Virginia School of Osteopathic Medicine, is seeking a Director of Finance.
Position Purpose:
This position directs the organization’s financial planning and accounting practices, manages its relationship with lending institutions, payer sources, and the financial community, and ensures the clinic’s financial solvency. The Director of Finance has administrative oversight of the Controller, Accounting, Revenue Cycle Management, and Materials Management within Robert C. Byrd Clinic. This role is actively involved in the leadership of the organization.
Position Qualifications:
- Thorough knowledge of accounting, finance, revenue cycle management, budgeting, accounting practices, competitive managed care landscape, and collections as they relate to healthcare, preferably in a Rural Health Clinic setting.
- Bachelor’s degree in accounting or finance preferred.
- Proficiency with the Sage accounting system.
Experience:
- Minimum of three years of financial/accounting management experience.
- Healthcare experience preferred.
Licenses/Certifications: CPA preferred.
Reports to: Executive Director
Supervises: Billing department, Controller, and Purchasing Coordinator
Job Requirements:
- Participates at a senior level in planning, budgeting, policymaking and decision-making related to clinic operations.
- Collaborates with clinic leadership to develop the strategic plan and its financial components.
- Evaluates the organization’s financial position and issues weekly reports on financial stability, liquidity, and growth.
- Manage the relationship with the Accountable Care Organization (ACO) and Physician-Hospital Organization (PHO).
- Negotiates payor contracts.
- Tracks and trends financial KPIs.
- Provides oversight of the revenue cycle.
- Develops and implements financial policies and procedures and ensures compliance.
- Implements internal controls and generally accepted accounting procedures.
- Analyzes costs and recommends strategies to address economic trends or regulatory changes, ensuring appropriate income and cash flow.
- Prepares annual clinic and grant budgets; direct budget adjustments with Executive Director approval.
- Analyzes financial implications of proposed capital projects and expenditures, recommending appropriate measures.
- Ensures that accurate information is provided on a timely basis and assists, as needed, in facilitating the efficient management of external audits, examinations, cost reports and related financial projects.
- Prepares financial and statistical reports required by the Executive Director, Board of Directors, the WVSOM Board of Governors, Senior Leadership Team and State/Federal regulations and program requirements.
- Directs the clinic’s banks in executing cash management decisions and works with the appropriate investment managers in coordinating fund transfers and monitoring investment performance.
- Evaluates data processing needs on an ongoing basis and adapts programs to changing needs.
- Evaluates the adequacy of the clinic’s insurance coverage and ensures all insurance coverages including directors and officers, malpractice, general property, cyber, etc. are in place each year.
- Handles special/sensitive cases or problems and providing advice and guidance as necessary in preparing and analyzing risk management and insurance reports and appropriate executive responsive actions.
- Provides advice and assistance to department heads and managers in analyzing and interpreting financial data and reports and in presenting that information to their departments and/or provider groups.
- Coordinates with other departments planning for short and long range fiscal needs and insures that expenditures adhere to legal and budgetary requirements.
- Oversees the recruitment, supervision and training of the Finance department staff.
- Ensures that the responsibilities, authorities and accountability of all direct subordinates are defined and understood.
- Ensures the performance and productivity of all staff are evaluated annually and periodically throughout the year. Advises on appropriate corrective actions and professional development opportunities.
- Collaborates with other RCBC leaders in developing, implementing, reviewing, revising and monitoring clinic-wide performance improvement activities.
- Performs other duties as assigned.
