Robert Half Management Resources is recruiting for a strong, detail-oriented and experienced Interim Payroll Manager to support our government client on a 2 month primarily on-site engagement in Carson, CA that will oversee and manage payroll operations. This is a critical role responsible for ensuring smooth, accurate payroll processes for our clients' workforce, which includes both union and non-union employees. The ideal candidate is familiar with Tyler Munis payroll software and has a deep understanding of payroll regulations, compliance, and reporting requirements in both unionized and non-unionized environments.
Responsibilities
Bachelor’s degree in Accounting, Business Administration, or a related field (preferred).
CPP (Certified Payroll Professional) Certification is highly desirable.
Experience working in a dynamic environment with varying payroll requirements for union and non-union employees.

Responsibilities
- Payroll Processing: Manage the bi-weekly payroll process for all city employees, ensuring accuracy and timeliness.
- Compliance: Ensure payroll operations comply with federal, state, and local laws, as well as internal policies.
- Union & Non-Union Employees: Address and respond to payroll needs specific to union contracts while maintaining consistent practices for non-union employees.
- Systems Management: Utilize Tyler Munis software to enter and manage payroll data, troubleshoot system issues, and ensure efficient workflow.
- Reporting & Auditing: Generate payroll-related reports regularly, oversee audits, and resolve discrepancies when they occur.
- Employee Relations: Respond to inquiries from employees regarding payroll, withholding taxes, deductions, and other related concerns.
- Process Improvement: Identify areas for optimization in payroll processes and recommend improvements to enhance efficiency and accuracy.
- Training and Support: Provide support and guidance for payroll staff, as needed.
- Experience: 5 years of payroll management experience, including for both unionized and non-unionized workforces. Local government payroll experience is highly preferred.
- Proficiency in using Concur for expense management
- Knowledge of 401k and RRSP administration
- Comprehensive understanding of accounting functions related to payroll
- Experience in conducting audits related to payroll
- Ability to handle benefit functions such as enrollments, changes, and terminations
- Proven track record in overall payroll management including processing, distribution, and reporting
- Proficiency in Tyler Munis payroll software.
- Strong understanding of payroll laws, union agreements, tax regulations, wage garnishments, and payroll compliance.
- Ability to reconcile payroll data, identify discrepancies, and implement corrective actions.
- Exceptional attention to detail to ensure payroll data accuracy and compliance.
- Excellent written and verbal communication skills for interacting with employees, stakeholders, and third-party vendors.
