Maui Bus Safety and Training Manager

1. Job Purpose/Objective:

The purpose of this position is to provide training programs, information, and courses.  The Safety and Training Manager implements new training programs and information, adjusts the current ones in a close cooperation with management and needs of the business.  The primary focus is on teaching specific areas of knowledge or on-the-job capabilities needed for certain positions.  This position provides training and education through new hire orientation, program development, and employee communications via the company newsletter production.   The Safety Officer is responsible for the company-wide environmental, health and safety performance, creating an injury free and environmentally sustainable workplace. The incumbent serves as a subject matter expert planning and executing the successful implementation of risk-based prevention programs in the following areas: health, safety, environmental and emergency planning in order to reduce or eliminate occupational injuries and accidents. Ensures all related initiatives align with and support corporate initiatives of strategy, goals, objectives, guidelines and standards. Partners with division managers and Human Resources to ensure both team and individual behaviors are aligned with the values and expectations of the Company's behavioral based safety culture. Incumbent is responsible for ensuring environmental regulatory compliance.

 

2. Essential Job Functions:

  • Guides and promotes employee safety performance by developing safety systems, policies and procedures, safety campaigns, and programs to eliminate prevent or control injurious hazards, acts or behaviors and creating a safety culture at all locations
  • Provides tactical direction and drives standardization and consistency while ensuring regulatory compliance
  • Performance Evaluation: Assess driver performance through observation, testing, and evaluation metrics, providing constructive feedback and coaching to address areas for improvement.
  • Road Supervisor: monitoring road conditions, coordinating with drivers and dispatchers, and responding to incidents and emergencies to minimize disruptions and maintain smooth traffic flow.
  • Creates and updates Safety and Security policies and Standard Operating Procedures, safety and security manuals
  • Acts as the advisor to the Company, providing support and technical assistance in the administration of and compliance with regulatory and company safety requirements
  • Supports facilities in implementing and sustaining safety programs and procedures by ensuring resources, tools and knowledge are available
  • Establishes internal controls, conducts inspections as appropriate and reports potential hazards to appropriate departments
  • Creates programs and introduces new technology to reduce accidents
  • Coordinates and conducts training sessions for management, drivers, and staff
  • Conducts monthly safety meetings, including documentation of monthly inspections and minutes of meetings demonstrating program progress
  • Responsible for all driver training, and adherence to the Company training policies
  • Develops a program for new drivers as well as recurring training for existing drivers
  • Evaluates training program and certification for drivers
  • Conducts new employee safety orientation
  • Administers driver recognition program
  • Implements and manages driver observation program
  • Works closely with GMs and Operations Managers to make recommendations and hold drivers accountable for their safety record
  • Meets or exceeds company metric established for various KPIs including but not limited to, preventable accidents, $ cost per accident and # of accidents/miles driven.
  • Functions in a leadership role providing facility support for managers and staff
  • Support and implement company initiatives and continuous performance improvement opportunities; promote rapid shared learning of best practices and "lessons learned"
  • Coach and mentor the professional development of managers and staff as it pertains to safety regulations
  • Provide managers and staff technical guidance, regulatory advice, and training
  • Ensure that accidents, incidents, compliance deviations and enforcement actions are fully investigated to ensure that corrective and/or preventive measures are taken
  • Available at all times for local accident investigation. Obtains police reports and forwards to adjuster.
  • Performs other related duties as assigned or requested

    3. Essential Skills (Minimum qualifications individual must possess when entering position) – i.e. skillsets, education, certifications, etc.:

    • Minimum ten (10) years environmental or safety experience, preferably in the transportation industry
    • Undergraduate degree in environmental engineering, occupational safety, or related discipline
    • Advanced certification in environmental, health, safety or related field is a plus
    • Completion of OSHA 511 and 501 courses 
    • Extensive knowledge of regulatory requirements for federal and state programs, process and program implementation strategies
    • Critical thinking and analytical skills to evaluate performance metrics and outcomes and to constructively resolve challenges.
    • Proficient in Microsoft Office Suite - including Outlook, Word, PowerPoint and Excel
    • Ability to adapt to changing organizational and operational needs; ability to lead, motivate and influence others towards change.
    • Effective oral and written communication skills; ability to develop, and conduct training on complex topics in a concise manner, appropriate to the audience.
    • Effective interpersonal skills for interacting with people at various levels of the organization and in a variety of functions.

      4. Working Conditions/Job Environment:

      • Must be willing to work alternate schedules occasionally; may include early mornings, nights, and/or weekends and be punctual while doing so
      • Travel as needed to include flying or driving
      • Sitting or standing for extended periods of time up to 8-hours
      • Exerting up to 20 pounds of force on occasion
      • Physical activities may include, but not limited to: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, visual acuity, smelling, and repetitive motions.
      • Required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned
      • Reading computer screen or other electronic devices
      • Repetitive Motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
      • The incumbent is subject to both internal and external environmental elements
      • The worker may be subject to hazard including: A variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
      • The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation.
      • Use of various office administrative equipment, hand and electrical tools/equipment
