Key Responsibilities:
Payroll Audit and Review:
Generate weekly payroll reports using HRIS systems spreadsheets and macros to create payroll files to upload into the Certified Payroll system. Verify the accuracy of data uploaded and correct discrepancies. Print hard copies of payroll reports.
Thoroughly examine payroll records to verify compliance with prevailing wage rates, fringe benefits, and apprenticeship requirements on each project.
Analyze timecards and job classifications to ensure accurate worker assignments and pay calculations. Troubleshooting and investigating anomalies, errors, and discrepancies when found and correcting data.
Cross-check payroll data with project documents and employee documentation to identify discrepancies.
Requesting and tracking Apprentices on projects that require them. Entering the Apprentice into the Paycom payroll system. Ensuring Apprentices appear on the payroll reports and were paid the proper wages.
Completing and submitting the Union Work Assignment, Project Agreement, and other paperwork to set up Union participation in PLA/ CWA/ PSA projects in a timely manner.
Entering new jobs into the Paycom Payroll system. Creating the Project file spreadsheet by filling in the project-specific information detailing the type of job, wages, location, type of prevailing wage, and all other pertinent information necessary for accurate payroll reporting.
Purging and removing completed projects from Paycom and Certified Payroll System to keep databases current and manageable.
Keeping abreast of wage/rate increases and implementing them in a timely manner. Be willing to attend Seminars/ Webinars to keep up to date on changes in policies, requirements, and procedures. Ability to research information to find answers when uncertainties arise.
Performing data entry of payrolls into the various electronic payroll systems in use.
Certified Payroll Reporting:
Prepare and submit certified payroll reports to government agencies in a timely manner, ensuring the accuracy and completeness of all required information.
Understand and comply with specific reporting standards for different government agencies and project types.
Completing and submitting Labor Compliance paperwork to proper entities as required.
Calculating the CA Apprenticeship Training Fund Contributions, preparing the invoice, requesting the check for payment, and submitting the invoice into the CA DIR system, and generating the reports needed to supply proof of payment.
Maintaining each project file by uploading all documents pertaining to the project into the file. All payroll reports, labor compliance documents, email notices, Union documents, Apprentice Dispatch notices, requests, certificates, and any other documents. Preparing weekly payroll packets containing all required documentation and submitting to Customer in the manner requested by Customer.
Compliance Investigations:
Conduct field site visits to verify worker identity, job classifications, and hours worked on projects.
Investigate potential labor compliance complaints, including wage underpayments, misclassification, and apprenticeship violations.
Interview employees and gather necessary documentation to support findings.
Stakeholder Communication:
Collaborate with project managers, field supervisors, and HR personnel to educate them on labor compliance regulations and procedures.
Respond to inquiries from government agencies regarding certified payroll and compliance issues.
Communicate potential compliance risks and corrective actions to relevant parties.
Regulatory Monitoring:
Stay informed about updates to federal and state labor laws, including prevailing wage regulations, and incorporate changes into company practices.
Attend relevant industry training to maintain knowledge of current compliance standards.
Documentation and Reporting:
Maintain comprehensive records of payroll audits, investigations, and compliance actions.
Prepare detailed reports summarizing compliance status and identifying areas for improvement.
Required Skills:

Education and/or Experience
· Associate degree
· 1-2 years of experience with Administration, preferably within the Construction Industry, CA labor compliance experience is a plus
· Previous experience in the playground/recreation industry is a plus.
Reasoning Ability
