What are the responsibilities and job description for the Payroll Specialist position at Rock County?
Professional accounting position assisting with the County's payroll processes in accordance with County personnel policy and ordinance, labor contracts, federal, state, and local laws. Coordinates the payroll review for a specific County department and is point of contact for the specified department.

85% Processes the payroll operation of the County:
- Assists with processing bi-weekly County payroll, performing a variety of processing and auditing functions
- Coordinator and point of contact for a specified department related to payroll review, editing and entry of time data updates, corrections, and incentive payments
- Processes adjustments and changes to payroll, which includes but is not limited to direct deposit changes, W-4 tax changes, timesheet corrections, etc.
- Responsible for tracking/updating entitlement changes for vacation advances, carryovers and payouts, as well as employee to employee contributions of entitlement hours in the payroll system based on approval and policy
- Responsible for managing the payroll email, responding as appropriate or forwarding to the appropriate payroll staff member
- Processes new hire paperwork, entering and submitting the appropriate information in the payroll system. Creates the personnel file for each new hire.
- Collaborates with Sr payroll specialist to assist with maintaining records of employee adjustments, changes, and deductions for payroll, offers assistance as needed
- Assists with updating payroll files and maintains filing as necessary
- Assists in maintaining procedural manuals for payroll processes.
- Assists in testing any updates or enhancements to the HRIS/payroll system before approval is given to update the "live" system.
- Responds to questions from employees, supervisors and department heads.

- Knowledge of basic accounting principals
- Knowledge of HRIS/payroll software and ability to use them
- Knowledge of office procedures, practices, systems and equipment as applied to payroll functions and operations.
- Knowledge of personnel policies and labor contracts as they relate to payroll.
- Ability to prepare reports and statements in accordance with predetermined requirements.
- Ability to establish and maintain effective working relationships with elected officials, County administration, department heads, supervisors and employees.
- Ability to express ideas clearly, orally and in writing.
- Ability to analyze and evaluate problems and establish payroll policy.
- Associates Degree in Business Administration, Accounting or related field.
- One (1) or more years work experience processing payroll
