What are the responsibilities and job description for the Deputy Clerk III position at Rock Island County?
SUMMARY: Works proactively under general guidance of the County Clerk, Chief Deputy, or Office Manager within the County Clerk’s Office. Under close supervision performs specialized clerical work relating to all administrative functions (including but not limited to: delinquent taxes, Tax extension, elections, vital records and claims) within any area of the County Clerk’s Office. Work Includes office support duties of a general nature; including filing, receiving documents and handling telephone inquiries. The employee receives specific assignments, works as instructed (employees with certified skills may be assigned as needed across all functional areas of the County Clerk’s Office), and consults with the supervisor as needed on all matters not specifically covered in the original instructions.
JOB FUNCTIONS:
o Issue certified copies of birth certificates; makes corrections as needed, organizes and inputs related data.
o Handles daily marriage license applications, issues marriage license, issues certified copies of marriage license, copies and files related documentation.
o Issues certified copies of death certificates.
o Scan in marriage license and related documentation.
o Cash register programming and operations.
o Collects payments, authorizes time extensions, and issues receipts for delinquent taxes (Real Estate/Mobile Homes)
o Enters relevant information and maintains record keeping system on mobile home parks, Township Assessor’s, and mobile home owners, including:
· New mobile homes
· Certificate of Errors
· Corrections: new owner, square footage changes, wrong mobile home year
· Mobile home-removal, destroyed or vacant
o Maintains records of bankruptcy, Enterprise Zone(s), Bonds, and Certify TIF’s
o Compiles information regarding “Tax Buyer Sale in Errors”, previous year’s tax searches, special assessments, and prepares documents for County Clerk sign off on “Plats”
o May participate as directed in Rock Island County tax sales
o Performs Vital Records and Elections as needed
o Processes claims in New World System
o Sorts, stuffs and distributes vouchers
o Prepares monthly reports (Summary & Spread Sheets)
o Answers the telephone and transfers calls to appropriate extensions
o Types letters, list, etc.
o Issues receipts, sorts and delivers mail; answers all incoming and outgoing mail, answers telephone.

MINIMUM QUALIFICATION REQUIREMENTS:
Education:
o High school diploma, GED or equivalent certificate of competency required.
Experience/Certification:
o Two (2) to five (5) years prior office experience, or an equivalent combination of training and experience required.
