We have been providing services throughout Rockbridge and Bath counties and the cities of Lexington and Buena Vista since 1982.
Position Description : Responsible for overall management of residential services including monitoring the daily operations. The Program Manager will oversee recruitment and retention of qualified residential support staff, provide staff supervision to Residential Coordinator, and demonstrate leadership in Quality Improvement efforts. The Program Manager will ensure compliance with all standards and regulations of Licensure, Medicaid Waiver of Virginia, HIPAA, HUD and RACS Policies and Procedures, and will oversee and monitor the treatment plans, quarterly assessments, and other documentation required of Waiver Services. The incumbent is responsible for the overall oversight of all aspects of care of the residents within the group homes. The incumbent reports directly to the Director of Developmental Services.
The incumbent will work with Residential Coordinators to develop working budgets for each site. Monthly monitoring of budget reports for all Residential Group Homes and taking necessary actions to ensure the budget is in compliance, will be expected and reported to the Director of DS monthly. The incumbent will represent the DS Unit through participation on a RACS committee.
The incumbent will be able to work independently, demonstrate initiative and strong team-building skills, as well as be able to demonstrate the ability to problem solve behavioral issues and emergency situations.
The incumbent will oversee the scheduling of staff for Residential Group Homes. The incumbent will provide direct Residential on-call duties if necessary, in collaboration with Residential Coordinators and Unit Director. Residential On-call duties include evening and weekend hours due to the nature of 24 / 7 Residential programming.
QUALIFICATIONS :
The Waiver Services Program Manager must possess the following formal education, experience, knowledge, skills and abilities :
Education and Experience :
Must possess a Bachelor's Degree in the human services field, or an RN registered in Virginia, and have at least 3 years experience in human services; three years of supervisory experience preferred. Experience may be substituted for educational requirements as long as incumbent possesses the knowledge, skills, and abilities necessary to fulfill job duties for this position. Master's Degree preferred. Incumbent must meet QDDP criteria under the Department of Behavioral Health and Development Services; additionally, QMHP is highly preferred.
Knowledge of :
- Human Services delivery specific to persons with developmental and intellectual disabilities; and mental health and substance use disorders.
- Principles of normalization and current trends in services provision in the developmental disability services field including Home and Community Based Settings regulations.
- Teaching strategies, activities, and behavior management techniques
- Licensure standards under DBHDS, and Medicaid regulations
- Supervisory techniques that foster and develop a sense of teamwork
- Staff supervision strategies that produce high quality programming to each individual served
- Budget planning processes
