Job Summary
Performs management and administrative work under the general supervision of the Deputy Director of Parks and Recreation. This position is responsible for the day-to-day operations and management of programs for the arts and culture of the community. Manage and administer all aspects of the Arts and Culture's programs, including managing assigned staff, developing, and implementing program goals, and managing department resources. Recommends changes when necessary and assists in implementation of new processes. Performs a variety of tasks including, event planning and managing of major functions and events at venue. Relies on extensive experience and judgment to plan and accomplish goals; a wide degree of creativity and latitude is expected. Work is assigned in terms of goals and objectives by the Deputy Director and is reviewed for accuracy and the outcome of results.
Essential Functions

Supervises, directs, and evaluates assigned staff develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves / processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex / problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Develops, plans, and implements long and short-term goals and objectives for the County in arts and culture; develops and implements policies and procedures for effective operations and maintenance; prioritizes and oversees arts and culture programming and activities; recommends changes to meet organizational needs and objectives; identifies new processes and alternatives to resolve problems or improve / enhance operations.
Essential Functions (continued)
Develops and oversees arts and cultural programming; plans and coordinates programs, events and non- profit activities in visual arts, dance, film, media, literature, music, theater, public art and multi-disciplinary projects; researches current programming trends and community needs; directs fundraising efforts for various arts initiatives; establishes strategic partnerships and collaborations with other arts agencies and organizations - public and private - to present arts and culture programming
Responds to inquiries from the public regarding various community services provides information or directs inquiries to appropriate department resources; meets with civic groups; prepares and presents information regarding arts and cultural opportunities and programming.
Develops and implements departmental budget allocates department resources; monitors expenditures to ensure compliance with approved budget; maintains related documentation.
Serves on a variety of local, state, and national boards and committees; attends meetings; represents the County interests regarding arts and cultural programming and activities; gathers information; makes recommendations.
Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; conducts research and maintains an awareness of new issues, methods, trends, and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops, and training sessions as appropriate.
Processes a variety of documentation associated with department / division operations, within designated timeframes and per established procedures : receives and reviews various documentation, including budget documents, human resources documents, meeting minutes, and contracts; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including various reports and program updates , budget documents, performance appraisals, and meeting agendas; compiles data for further processing or for use in preparation of department reports; and maintains computerized and / or hardcopy records.
Operates or uses various equipment and supplies to complete work assignments operates and maintains a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with County officials and administrators, supervisor, other employees, artists, arts organizations, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Knowledge, Skills, and Abilities
Knowledge of the functions, principles and practices of management, ethics, office administration and techniques including basic budgeting and purchasing policies.
Knowledge of county and department policies and procedures.
Knowledge of Georgia records retention and maintenance laws; knowledge of modern principles and practices in public recreation administration.
Knowledge of Costley Mill Park facility and infrastructure. Knowledge of special event operation planning.
Skill in organizing, setting priorities, scheduling, delegating, meeting critical deadlines and handling detail-oriented assignments with high degree of confidentiality.
Skill in the use of Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
Skill in public speaking and customer service; skill in oral and written communications; ability to make presentations.
Skill in editing and writing for publications, websites, and marketing materials.
Ability to establish and maintain effective working relationships with peers, other employees, and the public; able to interpret staff and participant needs and make recommendations.
Ability to interpret, apply, and explain operational guidelines.
Ability to lift various objects such as chairs, tables, and equipment, etc.
Ability to operate a department county vehicle as needed.
Ability to operate modern office equipment, tools, and equipment requiring dexterity
Working Conditions
Work is typically performed in an office environment.
Minimum Qualifications
- Bachelor’s degree in arts, Recreation, Park Administration, or a related field.
- Five (5) years of progressively responsible recreation experience with the operation of events or coordination of special activities.
- OR have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
- Valid State of Georgia driver's license.
