Job Summary
This position is responsible for performing interpretive duties related to managing and directing the services of the Fire and Rescue Department. Interpretive duties include tasks requiring the development of strategic plans for an assigned function and involve decisions concerning the allocation of resources in order to achieve established goals and objectives. Responsibilities include overseeing all technical and administrative functions of fire prevention and protection.
Essential Functions

Plans, organizes, and either directly or indirectly supervises all activities of the fire department.
Prepares equipment and operating budget requests and controls the expenditures of budget appropriations.
Develops long and short-term goals and objectives for division staff. Coordinates division functions and activities with other agencies, boards, and commissions relating to fire, disaster, and emergency planning.
Responds and manages day-to-day situations forwarded by staff.
Develops and recommends legislation to the County Commission pertaining to fire safety.
Ensures enacted legislation is enforced by all division staff. In the area of code enforcement, responds to appeals for alternate methods and materials that meet the intent of legislation.
At the scene of major fires or disasters, assigns and directs firefighting, rescue, and disaster control activities.
Reviews and approves schedules and assignments.
Supervises all staff either directly or indirectly; evaluates staff performance; institutes authorized disciplinary action.

Knowledge, Skills, and Abilities
Extensive knowledge of federal, state, and local laws, regulations, and codes pertaining to fire suppression, fire prevention, and emergency service administration.
Extensive knowledge of the principles and practices of modern fire suppression, prevention, and emergency services administration.
Extensive knowledge of modern firefighting equipment and methods, fire control hydraulics, methods of fire inspections, and fire investigation techniques.
Knowledge of buildings and areas requiring special pre-fire control planning, inspection, and firefighting techniques.
Knowledge of the standards and methods to evaluate fire service delivery. Knowledge of the principles of effective staff management.
Knowledge of laws, ordinances, policies and procedures governing Fire and Rescue Department operations, and the principles and practices of planning and organization.
Knowledge of principles of fire behavior and effect of weather conditions on fires.
Knowledge of the geographic layout of Rockdale County to effectively direct staff and equipment to emergencies.
Knowledge of principles and practices of personnel administration as they relate to training, supervising, motivating, and evaluating subordinates.
Knowledge of budgeting techniques and basic bookkeeping and record-keeping practices.
Knowledge of the staff, operations, and equipment of other related agencies and mutual aid systems and knowledge of Fire and Rescue Department funding sources.
Skill in the use of tools, equipment, and apparatus to fight fires, perform rescue operations or provide emergency medical care.
Skill in the application of first aid principles and techniques.
Ability to assess job skills of staff and equipment capabilities to manage and lead several fire companies.
Ability to plan, coordinate, and evaluate the work and performance of assigned staff in a manner conducive to full performance and continuing high morale.
Ability to express ideas and information clearly and concisely, verbally and in writing. Ability to mediate conflicts and assist those involved in reaching resolution.

Working Conditions
Typically performed at the fire station or at fire scenes. The employee may be exposed to inclement weather, extreme temperature, smoke, fumes, and hazardous situations and materials that require the use of protective equipment.
Minimum Qualifications
- Bachelor's Degree in fire science, public or business administration, or a closely related field.
- AND Ten (10) years of progressively responsible administrative experience in the fire service including seven (7) years in a supervisory-level capacity.
- Valid State of Georgia driver's license.
- Additional qualifying experience in fire service administration may be substituted for the college degree with one (1) year of experience being equal to one (1) year of education.
Preferences
- Working knowledge of Microsoft Office Suite (Word, Excel, and Outlook) and FIREHOUSE software.
- Graduation from the Executive Fire Officer (EFO) program at the National Fire Academy or Chief Fire Officer designation.
