Job Summary
Employees in this classification are responsible for inspection work reviewing improvements to the construction of water and sewer lines for compliance with Rockdale County specifications and codes. An administrative superior assigns work in terms of specific and general instructions. Completed work is reviewed for accuracy and the nature and propriety of the final results.
Essential Functions

Reads and Interprets water and sewer plans.
Inspects water and sewer line improvements and pump and lift stations under construction for compliance with county codes and specifications.
Inspects residential sewer hook-ups to the County's sewer system. Ensures connections are per county specifications and that the area is safe; inspects excavations to comply with design and safety standards.
Maintain detailed daily and weekly records of inspections and noted deficiencies. Follows-up on deficient construction and re-inspects.
Assists water and sewer maintenance crews in locating problems and making line repairs. Assists engineering staff with the surveys, utility location, and problem-solving.
Manages, implements, and oversees on-site traffic control and job safety compliance. Attends pre-construction meetings with engineers and contractors to discuss new projects.

Knowledge, Skills, and Abilities
Knowledge of utility construction techniques and water and sewer construction techniques and materials.
Knowledge of applicable Federal, State, and County safety regulations. Knowledge of field surveying and inspection procedures.
Skill in oral and written communications. Skill in reading and interpreting blueprints.
Skill in the use of computers and modern office equipment. Skill in conducting field investigations of existing infrastructure. Skill in preparing engineering field sketches.
Skill in communicating defectively to contractors, developers, and the general public.
Ability to maintain effective working relationships with other county employees, private contractors, government agencies, and the general public.
Ability to interact with customers regarding their service.
Ability to operate valves, open manholes, and perform other strenuous physical work to perform inspections.
Working Conditions
Work is performed primarily outdoors and includes challenging terrain, inclement weather, confined spaces, high-traffic areas, and around other underground utilities.
Minimum Qualifications
- High School diploma or equivalent.
- Four (4) years of experience in one or a combination of the following areas: construction inspection; water and/ or sewer construction, repair and maintenance; civil engineering; or other related experience.
- OR have a combination of education, training, and work experience equivalent to #1 and #2 above and provide the requisite knowledge, skills, and abilities for this job.
Confined Space Entry, Trenching, Shoring, Flagging, Traffic Control, and State of Georgia Soil and Water Conservation Commission Level 1B Erosion and Sediment Control certifications
- Valid State of Georgia driver's license.
