Performs intermediate skilled technical work in the field of environmental and public health through education, consultation and enforcement of Federal, State and local environmental health laws and regulations, maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Environmental Health Supervisor II.

Essential Functions

Inspects restaurants, food stands and markets, lodging establishments, local confinement facilities, camps, educational institutions, day care and treatment centers to ensure proper cleanliness, food preparation and handling, equipment, construction and repair, personal care techniques.

Investigates reports of food-borne illnesses and generally unsanitary conditions.

Reviews plans for compliance with environmental health laws and regulations; issues food establishment permits.

Performs site evaluation and classification and issues permits.

Inspects and monitors ground absorption sewage treatment and disposal systems.

Receives and validates complaints, takes appropriate remedial action.

Consults with public and private food processing and handling agencies concerning food and sanitation regulations.

Prepares reports and other types of correspondence; maintains files and records.

Determines well location, issues permits, inspects well construction and reviews water supply quality.

Performs manufactured home park inspections.

Cooperates with Animal Control, local vets, communicable disease nurse regarding animal bites & rabies exposure.

Performs general office duties as required.

 Knowledge, Skills and Abilities

General knowledge of County and Department policies and procedures; general knowledge of the theories, principles and practices of environmental health; general knowledge of well and septic system design, construction and requirements; general knowledge of reading architectural designs; general knowledge of food handling and related sanitation practices; general knowledge of applicable local, Federal and State laws, rules and regulations governing environmental health; general knowledge in preparing reports and other types of correspondence; thorough knowledge in the use of standard office equipment and associated software (e.g. Microsoft Office, AS400, ArcGIS, and GPS software); ability to evaluate data and to read plats and blueprints of proposed construction; ability to solve problems within scope of responsibility; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates and the general public.


Physical Requirements

This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 10 pounds of force; work regularly requires standing and walking, frequently requires speaking or hearing, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting, climbing or balancing, tasting or smelling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to fumes or airborne particles, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather) and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to the risk of electrical shock, wearing a self-contained breathing apparatus, exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and snakes and ticks; work is generally in a moderately noisy location (e.g. business office, light traffic).

Education and Experience
Bachelor's degree with coursework in biology, environmental health, or related field and minimal experience in environmental health, or equivalent combination of education and experience.

(a.) Graduated with a bachelor's degree or Postgraduate degree from a program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC) 

(b.) Graduated with a bachelor's degree or Postgraduate degree and earned a minimum of 30 semester hours or 45 quarter hours in the physical, biological, natural, life or health sciences and has one or more years of experience in the field of environmental health practice. 

(c). Graduated with a bachelor's degree or postgraduate degree in public health and has one or more years of experience in the field of environmental health practice. 

 

 
 
Obtain NC Environmental Health Specialist certification within three years of hire.
Valid driver's license in the State of North Carolina.

Supplemental Information
Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
