General Definition of Work
Performs intermediate skilled human support work coordinating and presenting public health education programs, seeking funding for programs, collaborating with community stakeholders to improve the health of County residents, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Senior Public Health Educator.

Essential Functions
Serves as the Healthy Communities Coordinator for the County.
Conducts community health assessments as required the State; makes presentations to community stakeholders regarding the process and to determine the health priorities for the County; collaborates with community partners to create, fund and conduct the Community Health Assessment.
Researches and applies for grants for health and wellness programs.
Serves as the Co-Public Information Officer for the Public Health Division; prepares news releases and distributes to media venues; develops and maintains the DHHS Facebook page and assists with maintaining the DHHS website.
Serves on boards and committees as required.
Prepares reports and other types of correspondence; prepares and maintains files and records.
Participates in area health fairs to promote the Division's services to County residents.
Attends trainings and conducts research to stay current in the field of public health education.
Collaborates with various community agencies and organizations to promote public health.
Coordinates the Student Health Center; conducts educational sessions with high school student on various topics, such as sexual health, nutrition, substance abuse, etc.; maintains the Student Health Center Website; assists with conducting yearly sports physicals for students.
Serves as the Rockingham County Government Wellness Committee Chair; researches health needs and develops programs to address those needs; distributes promotional flyers for programs.
Serves as the Rockingham County Adolescent Pregnancy Prevention Coalition Chair; conducts fundraisers to support program initiatives.
Makes presentations to County residents and teaches various classes such as, chronic disease self-management, etc.; creates and promotional flyers and disseminates to various media venues.
Knowledge, Skills and Abilities
Thorough knowledge of County and Department policies and procedures; general knowledge of public health education best practices; thorough knowledge of the functions of community health agencies and associated publications; thorough knowledge of methods and techniques used in preparing and disseminating educational information and programs; comprehensive knowledge in the use of standard office equipment and associated software (e.g. Clinical Works, Google Drive, Weebly, Municipal CMS/Empower Innovations and Social Media software); thorough knowledge of and in the use of the equipment required for the position; thorough knowledge of techniques involved in preparing graphic materials, exhibits and visual aids; general knowledge in preparing reports and other types of correspondence; ability to communicate effectively in oral and written form; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to establish and maintain effective working relationships with the general public, educational and community organizations and associates.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires standing, walking, using hands to finger, handle or feel and lifting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
Education and Experience
Bachelor's degree with coursework in public health education, or related field and moderate experience in public health education, or equivalent combination of education and experience.
Special Requirements
Obtain CPR certification within two years of hire.
Complete FEMA and HIPPA/OSHA training within six months of hire.
Complete Title X-Mandatory Child Abuse Reporting and Human Trafficking training within one year of hire.
Valid driver's license

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster.
