ROGERCO (RCI) is seeking a Construction Surveillance Technician to provide comprehensive security services for a Department of Defense (DoD) agency in Corona, CA. The candidate will be responsible for a variety of tasks, including visitor reception support, badge and vehicle pass preparation, CCTV monitoring, and access control. Additionally, the role involves providing COMSEC support, operating the RAPIDS workstation for ID card issuance, and managing security escort services for restricted areas. The successful candidate will work in a dynamic, fast-paced environment, ensuring strict adherence to security protocols and maintaining detailed logs of access and activities. Experience with DEERS/CAC systems, COMSEC procedures, and construction security is highly desirable. Candidates should have a strong attention to detail, excellent communication skills, and previous experience working with federal government security protocols. This position is in Norco, California and requires a Secret security clearance. This position is contingent upon contract award.
Responsibilities:
- Provide visitor reception support services, including encoding and preparing badges and restricted area vehicle passes. Maintain access logs for incoming/outgoing visitors and input visit request data into local databases. Provide administrative support and backup support to the Defense Enrollment Eligibility Reporting System (DEERS)/CAC Office, including monthly inventory of badge supplies. Monitor Closed-Circuit Television (CCTV) monitors for restricted areas and provide written discrepancies to the relevant Security Officer. Maintain a log of ingress and egress for each vehicle and verify driver and passenger credentials prior to granted access and assistance in daily vehicle logs. Provide constant visual (line of sight) while monitoring access to controlled spaces during normal duty hours of operation and/or during surge/emergency conditions.
- Provide COMSEC support services to include assisting Government Electronic Key Management System (EKMS) personnel with inventory of accountable COMSEC material. Sign receipt, inventory, and destruction reports as witness-only. Accompany/assist EKMS personnel in maintaining a Two Person Integrity (TPI) when picking up COMSEC material from a designated COMSEC facility or courier and during the processing and/or transfer of COMSEC material. Draft, edit, and prepare COMSEC correspondence, process COMSEC shipper, packaging and deliver COMSEC shipments.
- Operate the Real-Time Automated Personnel Identification System (RAPIDS) workstation, which produces IDs commonly referred to as CACs and teslin cards for military affiliations. Verify customer identity, issue identification cards, and update DEERS database utilizing provided guidelines. Manage the online identification card appointment calendar and the RAPIDS Site Maintenance Tool.
- Provide security escort services for visitors and employees who require physical access to areas but do not have sufficient clearance for unescorted access. Ensure the escorted personnel comply with the physical access requirements of the areas they are escorted into.
- Strengthen site access control measures by supplementing existing protocols to ensure only authorized personnel enter the work site, including implementation of detailed screening and inspection procedures for individuals and materials entering the area.
- Continuously monitor all construction activities and personnel onsite to ensure adherence to security protocols.
- Compliance with construction safety protocols and wear Personal Protective Equipment.
Qualifications:

- Certifications: ICD-705 Overview & Fundamentals and ICD-705 Construction Surveillance Technician
