Reporting directly to the Vice President of Operations & Finance/Chief Operations Officer, the Chief Financial Officer (CFO) is responsible for the comprehensive oversight of Rogue Community College’s financial operations. This includes leadership of Student & Vendor Financial Services, Accounting, and Auxiliary Services/Shipping & Receiving. The CFO provides strategic direction to ensure fiscal health, regulatory compliance, and financial transparency, aligning the College’s resources with its mission and long-term institutional goals. In this key executive role, the CFO supports RCC’s financial sustainability and operational excellence, empowering the College to serve its students and communities with integrity, innovation, and accountability.

What We Are Looking For

RCC seeks a collaborative, forward-thinking leader with a deep understanding of public-sector finance and a passion for higher education. The ideal candidate will demonstrate strong fiscal stewardship and a commitment to data-informed decision-making. Excel at building cross-functional relationships and communicating financial insights clearly to a wide range of stakeholders. Lead with integrity, inclusivity, and a student-centered mindset. Promote a culture of continuous improvement, collaboration, and accountability across the Finance division.

Key Responsibilities 

  • Lead institutional budget development, including oversight of zero-based budgeting (ZBB).
  • Ensure compliance with GAAP, GASB, and Oregon Local Budget Law.
  • Oversee financial reporting, audits, risk management, and internal controls.
  • Supervise and develop a high-performing finance team.
  • Manage student and vendor financial services with a focus on customer service and operational efficiency.
  • Contribute financial strategy and analysis to institutional planning and initiatives.

Minimum Qualifications:

  • Master’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Five years of progressively responsible financial management experience, including at least three years in a senior leadership role in higher education, government, or a complex public-sector organization.

Preferred:

  • CPA, CMA, or CGFM certification.

  • Supervise and mentor finance staff, providing leadership, performance management, and professional development to ensure alignment with the College’s strategic priorities and operational objectives.
  • Monitor financial activities, ensure accuracy and efficiency, and uphold compliance with regulations and best practices through audits, policy reviews, and system evaluations.
  • Guide direct reports in financial decision-making, compliance, risk mitigation, and process improvements to ensure fiscal responsibility and operational efficiency.
  • Promote teamwork, innovation, and high-quality customer service within finance departments, enhancing efficiency and the overall user experience for students, employees, and stakeholders.
  • Stay current on financial regulations and best practices while providing ongoing training to staff on policy updates, compliance, and operational efficiency. 

2. Budget
  • Lead institutional budget development, ensuring alignment with strategic goals, fiscal sustainability, and long-term resource allocation.
  • Oversee the institution’s zero-based budgeting (ZBB) process, ensuring data-driven financial decisions, efficient resource allocation, and alignment with institutional priorities.
  • Oversee adherence to state and federal budgeting laws, ensuring accurate reporting, public transparency, and timely submissions.
  • Develop revenue and expenditure projections, conduct scenario planning, and provide data-driven insights to support executive decision-making.
  • Facilitate budget discussions, ensure alignment with institutional priorities, and promote financial transparency with internal and external stakeholders.
  • Track budget performance, ensure spending aligns with approved limits, and provide financial reports to leadership for informed decision-making.

3. Financial Reporting & Compliance 
  • Oversee adherence to GAAP, GASB, and state/federal financial regulations, ensuring robust internal controls and regulatory compliance.
  • Ensure accurate preparation and submission of financial reports, including ACFR, IPEDS, and CCFIS, while coordinating with auditors and regulatory agencies.
  • Oversee audit processes, ensure compliance and accountability, address findings, and implement corrective actions in collaboration with auditors and leadership.
  • Establish and maintain financial policies, procedures, and internal controls to mitigate risk, ensure compliance, and promote best practices.
  • Advise executive leadership and the Board of Education on financial strategy, risk assessment, and compliance through data-driven analysis and reporting.

4. Student & Vendor Financial Services
  • Ensure efficient, compliant management of student billing, vendor payments, and accounts receivable/payable operations in alignment with institutional policies and regulations.
  • Oversee student financial accounts in relation to, charges, billings, financial aid compliance, and refund policies, ensuring alignment with federal, state, and institutional regulations while supporting fiscal responsibility and student retention.
  • Ensure accurate, timely, and compliant disbursements by optimizing accounts payable processes, maintaining internal controls, and strengthening vendor relationships.
  • Collaborate across departments to maintain and enhance financial systems, streamline workflows, and improve automation for student and vendor transactions.
  • Develop financial education resources and improve customer service training to support student understanding of tuition, billing, and financial aid processes.

5. Institutional Initiatives & Financial Projects 
  • Provide financial modeling, cost analysis, and resource alignment to support institutional initiatives and long-term fiscal goals.
  • Support budgeting, compliance, and resource allocation for grants, capital projects, and special initiatives to ensure financial feasibility and accountability.
  • Contribute data-driven insights to committees, accreditation workgroups, and governance initiatives to support informed financial decision-making.
  • Evaluate workflows, recommend efficiencies, and support system enhancements to optimize financial operations and automation. Assess financial risks, ensure regulatory compliance, and support proactive risk management for institutional initiatives and emerging financial considerations.

1. Minimum Qualifications

Only degrees received from an accredited institution will be accepted:  accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

  • Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Government Financial Manager (CGFM) designation is preferred

Expertise in public sector financial management, encompassing fund accounting, auditing, financial forecasting, and internal controls. Deep understanding of federal and state compliance requirements related to financial reporting, grants, and procurement within a higher education setting. Skilled in strategic financial planning, multi-year budget modeling, and resource allocation to support institutional priorities in complex organizations. Proficiency in enterprise financial systems, ERP software, and data analytics tools for financial reporting and data-driven decision-making. Strong background in risk management, debt financing, and cash flow strategies to ensure institutional financial sustainability.
  • Skills – Expertise in financial analysis and forecasting to provide data-driven insights that support executive decision-making. Strong budget development and fiscal oversight skills, ensuring accuracy, compliance, and strategic financial alignment. In-depth knowledge of internal controls and audit procedures to identify financial risks and implement corrective measures. Exceptional communication and presentation abilities to convey complex financial information to diverse stakeholders, including the Board of Education, executive leadership, and external auditors. Proven leadership and team management skills, with the ability to mentor, develop, and supervise finance staff while fostering a culture of collaboration and accountability. Strong project management and process improvement capabilities to optimize financial workflows and enhance operational efficiency. Advanced proficiency in financial reporting systems, ERP software, and data visualization tools to drive informed financial decision-making
  • Abilities – Drive strategic financial decision-making aligned with institutional goals and public funding constraints. Interpret and ensure compliance with complex financial regulations and reporting requirements. Develop and implement financial policies and procedures that enhance efficiency, transparency, and accountability. Adapt to evolving financial conditions, including economic fluctuations, enrollment trends, and state/federal funding changes. Collaborate effectively with cross-functional teams, executive leadership, and external financial entities. Lead and develop a high-performing financial team, fostering professional growth and operational excellence. Pass a criminal background check. 

4. Other Requirements 
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

    While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.
This is a Managerial/Supervisory position in the Operations and Finance Department. Starting compensation will be based on Grade N of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievement but generally not expected to exceed the midpoint of the range.
