POSITION GOAL:
Supervise the various functions of the SOESD business office, maintenance, facilities, and transportation operations, and support ESD leadership through financial analysis, program design, and evaluation. Produce cost efficiency and foster effective organizational operations. Manage the district budget, revenues, and expenditures, maintaining compliance with SOESD policies and federal and state law. Serve as advisor to the superintendent and the board of directors. The CFO may also manage other programs and staff as directed by the superintendent.
ESSENTIAL FUNCTIONS:

Essential duties of this position include:
- Serve as financial officer for the district.
- Work with program leaders and the superintendent to ensure that funds are properly budgeted, and to prepare business models for effective and efficient program operations.
- Support the improvement of programs and personnel, as well as the attainment of organizational and program goals, ensuring a high degree of efficiency, accountability and positive work culture.
- Work synergistically with the superintendent’s office and business office to facilitate a transparent, efficient, and effective process for all human resources office, business office, and superintendent’s office functions.
- Invest the funds of the district within district policy and ORS guidelines.
- Administer the wage and salary program and accumulate necessary data used in negotiations.
- Organize, supervise, train, and evaluate supervised employees.
- Close the books at the end of the fiscal year and prepare them for audit. Provide information to auditors.
- Work synergistically with external technology vendors and SOESD technology programs to implement effective and efficient operational systems.
- Manage workers' compensation claims.
- Manage maintenance of buildings and grounds.
- Manage transportation services.
- Prepare bid specifications when needed.
- Review contracts for grants, goods, and services.
- Work with insurance agent of record.
- Serve as executive secretary to the business managers organization of constituent school districts and advise those districts on fiscal matters upon request.
- Perform statutory functions of Safety Officer.
- Participate collaboratively as an effective team member within and between departments and other organizations.
- Establish and maintain high trust regional relationships.
- Support other organizations’ business processes as directed by the superintendent.
- Manage other programs, staff, and budgets as directed by the superintendent.
- Communicate clearly and appropriately.
- Participate in professional growth activities.
- Establish and maintain cooperative work relationships with SOESD employees, local education agency representatives, and others contacted during the course of the workday.

MINIMUM PREREQUISITES:
- Valid Oregon Administrator Licensed (preferred).
- Master Degree (Preferred).
- Accounting Degree.
- Oregon Driver License.
- Five (5) years of supervisory experience in a business office setting.
- School district CFO/business manager experience (preferred).
- Proficiency with accounting software.
- Successful leadership background.
- Strong decision-making skills.
- Strong written and oral communication skills.
- Ability and experience in working on a management/leadership team.
- Knowledge of federal and Oregon finance law.
Salary : $126,011 - $152,182
