Position Summary 
Reporting to the Vice President of Operations and Finance, the Chief Information Officer (CIO) is responsible for providing leadership and management to the units of the Information Technology Services and is responsible for system-wide planning, management, security, and coordination of the technology resources of Rogue Community College. The CIO represents the College in information technology-related matters with federal and state agencies, corporate entities, and other institutions of higher education. The CIO is responsible for the management of the enterprise resource planning (ERP) system, file storage and networking infrastructure, information security, instructional technologies, technical training and maintenance, user support services, the College’s open – access computer labs, and policy development regarding information services for students, faculty, and staff.  The CIO oversees the review and analysis, coordination, and recommendation to the Vice President of Operations and Finance of computer-related purchases and upgrades and ensures that new applications and technologies are compatible with existing systems and are appropriately integrated into the College’s enterprise architecture. The CIO provides leadership and supervision of staff, budget oversight and development, administrative and academic support, and strategic planning and implementation for areas of responsibility. Additionally, the position supports education by providing college–wide technology that promotes student success and excellence. 
Primary Responsibilities 
1. Department Administration
  • Ensures the success of the Department.
  • Coordinates the development of goals and objectives, reviewing and approving department plans, designing systems of effective control to achieve expected outcomes, and evaluating progress towards goal accomplishment in IT, consistent with and supporting of the institutional mission of RCC and Division of Operations and Finance.
  • Creates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures and backgrounds.
  • Provides department oversight to ensure accreditation and compliances are met regarding college information technology and provides related leadership on institutional campus councils and committees.
  • Provides leadership and direction in the development of accreditation reports and unit self-studies for the department.
  • Coordinates the delivery of essential IT services by organizing the various units of IT in a logical, non-duplicative, and effective manner that best meets the work requirements and mission of the department and the needs of the College and establishing appropriate policies and procedures that promote a strong service – orientation to students, faculty, and staff.
  • Develops long–range professional development plans and goals in support of the College’s mission and in accordance with good management practices, policies, and collective bargaining agreements.
  • Responsible for department operational compliance with federal, state, and local governing authorities that relate specifically to IT and Oregon Community Colleges.
  • Develops an effective and efficient staff by hiring qualified applicants in collaboration with the VP of Operations and Finance, training personnel to departmental standards, assigning work appropriate to employees’ capabilities, evaluating performance, and recommending dismissal in accordance with established procedures and bargaining agreements.
2. Information Technology
  • Facilitates the development of an overall plan for the maintenance and operations of facilities. Supports other departments and individuals with issues, questions, and support of all delivered services, promotes open and viable channels of communication with all College constituents and advises deans, department heads, directors, and senior administrators about computer–related issues and concerns.
  • Leads the evaluation of departmental requests and major software and hardware products for acquisition and integration into the College’s enterprise architecture.
  • Develops proposals, presentations, plans, and timelines for IT projects and manages priorities, equipment, and staff resources to ensure completion of projects within budget and timelines.
  • Schedules downtime/maintenance windows when upgrading College systems and components and ensures effective communication with the campus community concerning any outages.
  • Coordinates the preparation of the annual appropriation request for existing IT infrastructure and enterprise architecture based on data that identify and prioritize repair and replacements consistent with the IT master plan and assessing staffing and funding levels required to maintain or improve current operations, making recommendations to the Vice President for Operations and Finance.
  • Maintains a quality Information Services operation, maximizing investment dollars by overseeing the preparation of bid specifications for technology purchases, obtaining the best pricing, and ensuring proper integration with the College’s enterprise architecture in accordance with the IT master plan.
3. District Administrative
  • Coordinates the development and implementation of the IT master plan including IT policies and procedures documents.
  • Enhances working relationships with local, state, and national organizations and institutions of higher education by servicing as the College’s information technology representative and maintaining an open and regular dialogue with recognized leaders within the industry.
  • Coordinates the development and submits to the VP of Operations & Finance all Board Policies, Administrative Policies, handbooks, and department manuals related to the area of responsibility.
  • As assigned by the VP of Operations & Finance, provides for institutional service through participation and represents the college on various internal and external committees and/or councils.
4. Cybersecurity and Reliability
  • Serves as the Information Security Officer for RCC.
  • Creates cybersecurity strategies, both short--term and long–term, in support of the College’s goals.
  • Communicates risk and recommendations to mitigate risks to senior administration by communicating in non–technical, cost/benefit terms and in a format relevant to senior administrators so decisions can be made to ensure the security of information systems and information entrusted to the College.
  • Plans for, manages, and ensures the availability of all services offered by managing disaster avoidance and recovery efforts caused by events like power outages, hardware failures, natural disasters, etc.
5. Other Duties as Assigned
  • Contributions to the overall success of the IT Department by performing all other duties and responsibilities as assigned.
  • May participate in College committees as assigned.

Qualifications & Additional Position Information
1. Minimum Qualifications
  • Education – Master’s Degree in a computer-related field is required.
  • Experience - A minimum of five years of increasingly responsible experience in leadership of IT, networking, and media/instructional technology with exposure to budgeting is required.
Only degrees received from an accredited institution will be accepted:  accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.
Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

4. Other Requirements 
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

  • Manual dexterity and coordination are required for more than 75% of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment, or driving.  While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials such as files, books, and office equipment, up to 5 lbs. frequently, 5 – 25 pounds occasionally, and over 25 lbs. rarely.

  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

 

This is a Managerial/Supervisory position in the Operations and Finance Department. Starting compensation will be based on Grade N of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievement but generally not expected to exceed the midpoint of the range.
